<br /> Section 3. Special assessment revenues can only be used for the purposes, programs, and
<br /> services described in Section 4 of Ordinance No. 2842-05, as shown in Attachment A.
<br /> Section 4. The annual special assessment upon buildings and other real property, and the owners
<br /> thereof, within the BIA would be based on lineal footage and assessed value consistent with the
<br /> description in Section 5 of Ordinance No. 2842-05 and as shown in Attachment C.
<br /> Section 5. The City Council, at the June 4, 2014, public hearing, will hear all protests and
<br /> receive evidence for or against the proposed action and all persons who may desire to object to
