29- The City is in the process of developing a plan for the area around <br /> Everett Station, and will not have an approved plan and implementation <br /> regulation for about six months; and <br /> 30- The City has previously studied the adverse impacts of adult use <br /> businesses, public places of adult entertainment, panoram premises and <br /> adult cabarets on its community. The City needs additional time to <br /> evaluate the potential impacts of adult use businesses, public places of <br /> adult entertainment, panoram premises, adult cabarets, and mini casinos on <br /> other existing and potential uses in downtown Everett, the Everett Station <br /> area and the gateway corridors leading to these critical areas of the <br /> community; and <br /> 31- The Everett downtown area, Everett Station area, and the Everett <br /> Avenue, Broadway, and Pacific Avenue gateway corridors which are the <br /> subject of this interim regulation are depicted in Exhibit A which is <br /> attached hereto and incorporated herein by reference; and <br /> 32- Even though these uses will be prohibited from locating within the <br /> area described in Exhibit A during the period this interim regulation is in <br /> effect, there still remain adequate locations for these types of uses to locate <br /> elsewhere within the City; and <br /> 33- RCW 35.63.200 and RCW 36.70A.390 and the City of Everett <br /> Charter, Article III, authorize the Council to enact interim regulations on <br /> land use matters to preserve the status quo while new plans or <br /> development standards are considered and prepared; and <br /> 34- The Council wishes to preserve the status quo to allow time to <br /> consider whether additional land use regulations may be necessary or <br /> appropriate to minimize the potential adverse impacts adult cabarets, mini- <br /> casinos, public places of adult entertainment, panoram premises and adult <br /> use businesses may have on the desired redevelopment of these key areas <br /> of the City; and <br /> 35- The adoption of this Ordinance is exempt from the threshold <br /> determination and environmental impact statement requirements of the <br /> State Environmental Policy Act, RCW 43.21 C, pursuant to WAC 197-11- <br /> 880 and Everett Municipal Code, Section 20.04.030; and <br /> WHEREAS, the City Council does conclude: <br /> 1.
