A. General. Unless greater setbacks are established under EMC 19.33D Shoreline Overlay <br /> District, setbacks shall be the same as in the adjacent landward zone. Height limits shall be <br /> determined by the Planning Director based upon analysis of impacts to environmental resources <br /> and views. <br /> B. Signs. Signs for water-dependent uses shall comply with the sign category of the landward <br /> adjacent zone and EMC 19.33D Shoreline Overlay District. Standards for educational and <br /> interpretive signs shall be determined through the shoreline substantial development or <br /> conditional use permit process. <br /> SECTION 16: Ordinance No. 1671-89, as amended, is hereby amended by the addition of the <br /> following chapter, Chapter 33.F, establishing an "Open Space" zone which shall read as follows: <br /> 33.F.010. Open Space—Map Amended. Areas zoned"open space" shall be designated on <br /> the Zoning Map with the symbol "OS". <br /> 33.F. 020 Permitted Uses and Review Processes. Permitted uses in the open space zone <br /> include public access improvements, such as trails, educational and interpretive signs and <br /> facilities, benches, and nonmotorized boating facilities; utilities; transportation facilities of <br /> statewide significance; and other uses permitted in the Shoreline Master Program. When <br /> applicable, all uses must be consistent with the uses allowed in EMC 19.33D Shoreline Overlay <br /> District and EMC 19.37 Environmentally Sensitive Areas. Developments categorically exempt <br /> under SEPA shall be reviewed through Review Process I. All other uses shall be reviewed <br /> through Review process II, except that developments in shoreline jurisdiction over an acre are <br /> shall be reviewed through Review Process III <br /> 33.F.040 Development Standards. <br /> A. General. Any facilities in the open space zone shall be designed and located to minimize <br /> impacts on adjacent properties and environmentally sensitive areas. The Planning and <br /> Community Development Director may condition projects to mitigate impacts. All proposals <br /> must be consistent with the Shoreline Master Program, as applicable. <br /> B. Signs. Signs shall be limited to signs identified in EMC 19.36.040 Signs exempt from this <br /> section, directional signs, educational and interpretive signs, and signs associated with <br /> transportation facilities of statewide significance. For development subject to EMC or <br /> Section19.33D the shoreline master program regulations, standards for educational and <br /> interpretive signs shall be determined through the shoreline substantial development or <br /> conditional use permit process identified in EMC 15 Local Project Review Procedures. For <br /> development not subject to EMC 19.33.D. Shoreline Overlay District, the Planning and <br /> Community Development Director using Review Process II shall determine standards for <br /> educational and interpretive signs. <br /> SECTION 17: That portion of the Zoning Map established by Ordinance No. 1671-89, as <br /> amended, that is identified as Area#1, which is generally described as the portion of the City <br /> subject to the Shoreline Management Act, which is generally shown on the attached map marked <br /> "Exhibit A, page 1", and which is specifically described in Section 4 of the Shoreline Master <br />
