Conclusion: The proposed WCF would result in additional antennas mounted on the
tower. However, the visual and aesthetic impacts would be minimal due to the presence
of existing vegetation that provides substantial screening, particularly as viewed from the
residential property to the east.
6. The number, size and location of signs, especially as they relate to more sensitive
land uses.
Finding: No signage is proposed.
Conclusion: Not applicable.
7. The landscaping, buffering and screening of buildings, parking, loading and storage
areas, especially as they relate to more sensitive land uses.
Finding: No additional buildings, parking, loading or storage areas are proposed.
Ground-mounted equipment would be screened by fencing, landscaping and the existing
building on the site.
Conclusion: Additional landscaping, buffering and screening will not be necessary,
other than screen fencing around the ground-mounted equipment.
8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visual
blight or other undesirable impacts.
Finding: The proposed facility is unmanned and would not generate any noise, dust,
smoke or other nuisance impacts.
Conclusion: No nuisance irritants or other undesirable impacts are anticipated as a result
of the proposal.
9. Consistency with the goals and policies of the Everett General Plan for the area and
land use designation in which the property is located.
Finding: The site is designated 5.4,Office and Industrial Park on the City of Everett's
Comprehensive Plan map. The Comprehensive Plan contains a policy that encourages
co-location of utilities, where possible,in order to minimize proliferation of utility
structures and environmental disturbance. The proposal_involves use of an existing,non-
residential structure for support, rather than a new structure. There are other existing
antennas owned by other wireless service providers on the monopole; consequently the
proposal would involve co-location of antennas.
Conclusion: The use of the property is consistent with the Comprehensive Plan. The
overall appearance of the site would not be changed, and impacts on abutting residential
properties would be minimal.
