Compliance with the provisions of this Ordinance and other City,State and Federal <br /> regulations. <br /> Finding: All necessary building and associated permits must be obtained for the <br /> proposal prior to construction. <br /> Conclusion: The proposal will comply with the provisions of the City's Zoning Code <br /> and the applicant must obtain any required State and/or Federal permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by the <br /> applicant to reduce dependence of the proposed use on the automobile. <br /> Finding: The facility is unmanned. <br /> Conclusion: Criterion is not applicable. <br /> SPU SPECIFIC EVALUATION CRITERIA: <br /> Subsection 41.130.D.Lb of the Zoning Code- Special Property Use Permits -contains specific <br /> evaluation Criteria for Above Ground Utility and Communication Facilities. <br /> Findings: <br /> (1) Please refer to findings under Criteria No's 5 and 7 above regarding landscaping and <br /> screening of the proposed facility. Additional screening measures are set forth in this <br /> decision. <br /> (2) The proposed antennas would be located on an existing non-residential structure and would <br /> not require the construction of a new support tower. <br /> (3) The project does not propose a new tower or other new freestanding structure—it utilizes an <br /> existing non-residential structure in an industrial zone. <br /> (4) This criterion is applicable to new tower structures. This proposal is to use an existing <br /> structure. <br /> (5) The proposed antennas would be attached to an existing monopole that is substantially <br /> screened from residentially zoned property to the east;consequently visual impacts would <br /> be very minimal. <br /> (6) The proposed antennas would be located at approximately the 98-foot level of the existing, <br /> 150-foot monopole. <br /> (7) The existing monopole was approved as part of a prior Special Property Use permit at its <br /> present location and current configuration(SEPA#99-076). The facility appears to be in <br /> compliance with the requirements of that permit. <br /> (8) The provider will be required to notify the City in the event that the facility is abandoned <br /> for a period of more than 120 days. <br /> 4 �D <br />
