w <br /> (9) The proposal is classified as a major above-ground utility structure and is therefore not <br /> exempt from the Special Property Use permit review process. <br /> (10) This criterion allows the City to require that facilities be designed to accommodate more <br /> than one wireless service provider at a given site. Additional applications for WCFs on this <br /> site would be reviewed on a case-by-case basis. <br /> (11) Not applicable—the proposal does not affect the height or location of the existing <br /> monopole. <br /> (12) The City did not commission an independent third party review of this application because <br /> it found the application to be consistent with the review criteria; is located on a non- <br /> residential structure and would not create negative impacts on surrounding residential uses. <br /> Conclusion: Based on the above findings,the Specific Evaluation Criteria for major above- <br /> ground utilities have been met. <br /> DECISION:The proposal is approved as submitted subject to compliance with all city, state and <br /> federal regulations. The following conditions shall apply: <br /> 1. All panel antennas,shrouding and cabling shall be painted or otherwise colored to match <br /> the exterior color of the tower and other antennas. <br /> 2. New ground-mounted equipment shall be screened through fencing, landscaping, or a <br /> combination thereof. <br /> 3. Placement of antennas shall generally be consistent with the plans on file at the Planning <br /> Department with this application. Minor modifications may be approved by the Planning <br /> Director. <br /> 4. City of Everett building and electrical permits are required prior to the installation of the <br /> antennas. All work is required to meet City of Everett Building codes. <br /> 5. This project will include a generator and a 210 gallon diesel fuel tank located on an <br /> equipment platform above a swale area. Prior to the issuance of permits for this project, <br /> the City shall review and approve standard operating procedures for refilling of the diesel <br /> fuel tank. The SOPs shall be designed to minimize the risk of spillage during tank <br /> refilling. The diesel fuel tank itself shall be double-walled and UL listed. <br /> 6. Prior to the issuance of permits,a construction plan shall be submitted to and approved <br /> by the City that shows how damage to the existing swale area will be minimized during <br /> removal of the existing equipment shelter and installation of the proposed improvements. <br /> 7. The Snohomish County PUD currently has sufficient capacity to serve the proposed <br /> development. However, the existing District facilities in the local area may require <br /> upgrading. The project's proposed location is sited next to a District substation. The <br /> 5 <br />
