2. A pedestrian circulation system for the site must be approved by the Planning Director <br /> and Traffic Engineer prior to the issuance of any building permits. Walkways must allow <br /> pedestrians and wheelchairs to gain easy access from sidewalks and bus stops to building <br /> entrances through the use of paths which are physically separated from vehicle traffic and <br /> maneuvering areas. (See the city's Design and Construction Standards and Specifications <br /> Manual and Section 39.165 of the Zoning Code.) <br /> 3. Placement and screening of refuse disposal areas must be provided per Section 39.080 of <br /> the Zoning Code as follows: <br /> a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple <br /> family, commercial, industrial, and institutional developments and shall not be <br /> located in a required front yard setback area, or street side setback area for corner <br /> lots. Where an alley abuts a lot,the garbage receptacles, dumpster, or recycle bin <br /> shall be located adjacent to the alley. <br /> b. All garbage dumpsters and recycle bins must be screened from view from the <br /> street and from adjacent properties. This screening may be done using dense <br /> vegetation or by placing the dumpster or recycle bin in a structural enclosure. <br /> C. For specifics on design of refuse and recycling facilities,contact Rubatino Refuse <br /> Removal,Inc. at 259-0044 for areas generally north of 112th Street. For areas <br /> east of I-5 from Valley View south, contact Waste Management Northwest, Inc. <br /> at 337-1197. <br /> 4. Any rockeries or retaining walls proposed in required setback areas must be in <br /> conformance with Section 39.150 of the Zoning Code. <br /> 5. Rooftop mechanical equipment, including vents,must be screened per Section 39.040 of <br /> the Zoning Code. <br /> 6. Outdoor Lighting —A lighting plan must be provided for the building exterior and site <br /> perimeter. Lighting must be designed to reduce glare on adjacent properties and provide <br /> on-site security. <br /> Requirements of Ordinance No. 1436-88 (Rezone#5-86): <br /> Development on this site is subject to all requirements and conditions of City of Everett <br /> Ordinance No. 1436-88, recorded under Auditor's File No. 883250024. These requirements are <br /> similar,though not identical,to current standards for the M-1, Office and Industrial Park. See <br /> attached ordinance. Exception: all requirements pertaining to critical areas and mitigation fees <br /> shall be in accordance with current City of Everett standards as set forth herein. <br /> Critical Area Requirements (EMC Chapter 19.37): <br /> 1. The Critical Area Study and Buffer Mitigation Plan submitted with the application and <br /> dated March 22, 2010 is approved, subject to the conditions listed herein. A detailed <br /> mitigation plan must be approved by the City prior to issuance of any construction <br /> permits. The mitigation work must be reflected in the civil plan set for grading permits. <br /> A performance bond equal to 300% of the estimated cost of implementing the wetland <br /> mitigation plan must be submitted to the City prior to issuance of any construction <br /> permits. <br /> 181 <br />
