Colby Campus as well as the ECC Property, construction of a second hospital <br /> tower, surface and structured parking, medical office buildings, and other medical <br /> service and support functions. Construction of these facilities will occur in four <br /> phases that extend to 2030 and beyond. <br /> 17. Project level permits for each phase of the PEMC Master Plan for the ECC <br /> Property will be reviewed by the City at a future date, subject to information from <br /> project-specific studies that will be conducted at the appropriate time, including <br /> but not limited to, traffic,parking, geotech/drainage, and other studies as called <br /> for by the City. <br /> 18. The proposed Master Plan for the ECC Property, includes design guidelines and <br /> other development standards for the ECC Property, that will be used to review <br /> each future phase of development. <br /> 19. The proposed Master Plan for the ECC Property, includes a continuation of the <br /> Design Review Committee review process for each future phase of development, <br /> as originally established for the Colby Campus by Ordinance No. 2850-05. <br /> 20. The Draft and Final SEIS reviewed PEMC's proposal and identified impacts of <br /> changing the land use designation and mitigation that addresses those impacts. <br /> Mitigation measures identified in the SEIS have been incorporated into the <br /> proposed Master Plan for the ECC property. <br /> 21 PEMC's proposed use of the ECC Property promotes a more desirable land use <br /> pattern than the current designation for the community as a whole by <br /> consolidating hospital expansion within the Colby Campus area currently <br /> designated for hospital institutional use and the ECC Physical Education Property <br /> currently designated for college institutional use. Approval of this proposal will <br /> also allow the ECC to consolidate its expansion within the North Broadway area <br /> currently designated for college institutional use together with the land east of <br /> Broadway that is owned by PEMC that will be transferred to ECC. <br />
