The institutional overlay zone allows for institutional land uses with special needs and impacts to be located in the Everett community in a manner that is compatible with surrounding land uses through a master plan review process. 23. The institutional overlay zone specifically allows for the expansion of hospitals through the City's master plan review process. 24. The institutional overlay zone and master plan are reviewed using the review process described in EMC Title 15, Local Project Review Procedures. 25. PEMC initiated the establishment of an institutional overlay zone and master plan for its future expansion and development of the ECC Property. 26. PEMC's Master Plan for the ECC Property and supporting documents address the following elements: (a) permitted uses and ancillary uses; (b)permitted intensity of development; (c) traffic impacts, adequacy of access to the site, parking and other traffic-related improvements; (d) other impacts including noise, air emissions, and other requirements of local, state and federal laws; and (e)phasing of development. 27. PEMC discussed the proposed ECC and PEMC land swap and PEMC's proposed Comprehensive Plan Amendment and Rezone in neighborhood meetings held January 23, 2007; March 15, 2007; April 25, 2007; June 12, 2007; October 23, 2007 (also Utility Building); February 26, 2008 (also Utility Building); May 12, 2008 (also Utility Building); May 29, 2008 (also Utility Building); and July 1, 2008 (also Utility Building). There was also a Design Review Committee meeting on March 5, 2008, to discuss the proposed Plan Amendment and Rezone. 28. Residents within 500 feet of the ECC Property and others who requested notice by either the City or PEMC have been informed in advance in writing of the neighborhood meetings. 29. As a result of the public review process, PEMC prepared a revised"Master Plan for the ECC Property"that relocates the site of the proposed Utility Building
