1 G. "Premises" is defined as a continuous tract of land, building, or 2 group of adjacent buildings under a single control with respect to use of 3 water and responsibility for payment therefor. Subdivision of such use or 4 responsibility shall constitute a division into separate premises as herein 5 defined; 6 H. "Sanitary sewage" means water-carried human wastes or a 7 combination of water-carried wastes from residences, business buildings, 8 institutions or industrial establishments; and 9 I. "Surface drainage waters" means unconfined diffuse waters 10 originating from rain, melting snow, or other sources which runs off private 11 property into public streets and storm sewers. 12 SECTION 2: UNLAWFUL CONNECTIONS. 13 It is unlawful for any person or persons to make any connection with, 14 or in any manner obstruct, interfere with, alter or repair any part of the 15 Everett municipal sewer system within the corporate limits of the City, 16 except as provided in this ordinance. 17 18 SECTION 3: REQUIRED CONNECTIONS. 19 Every dwelling house, hotel , apartment, factory, store or other 20 building in which plumbing arrangements have been, or are to be, placed 21 shall be connected to the sanitary sewer, as required in this ordinance, 22 when such public sewer is abutting the property line of the premises on 23 which such buildings or areas are located. When such sanitary sewer is not 24 provided, such building and/or areas shall be connected to a septic disposal 25 system, meeting all requirements of the City. 26 SECTION 4: STORM DRAINAGE WATER CONNECTIONS 27 A. All surface drainage water from roofs, drainage, parking, sales 28 and display lots and other impervious surfaces shall be connected to a storm 29 sewer when such system is available. When such system is not provided, such 30 lots and areas shall provide for surface and storm drainage in accordance 31 with the ordinances of the City. 32 2
