A proposal will be considered irregular and will be rejected if: <br /> 31 a. The Bidder is not prequalified when so required; <br /> 32 b. The completed proposal form contains any unauthorized additions, deletions, <br /> 35 alternate Bids, or conditions; <br /> 36 d.
