In the Marshland Subarea, development should comply with EMC 19.37. SECTION 8: Policy 5 of Section 3.9 of the Shoreline Master Program, Exhibit A to Ordinance No. 2600-02, as amended(Section II.I of Chapter 3 Shoreline Land Use Element of the Comprehensive Plan), which currently reads as follows: 5. As sites are redeveloped, unnecessary improvements within shoreline jurisdiction should be removed. Permeable surfaces and buffers along rivers, wetlands, lakes and Port Gardner Bay should be restored to the extent practicable.
