In addition to the requirements of the development regulations, which have been specifically <br /> designated as shoreline regulations or incorporated by reference into the shoreline master <br /> program, shoreline developments shall be subject to the following,where applicable: <br /> • City regulations and standards, including but not limited to zoning and related performance <br /> standards, subdivision, landscaping, stormwater management, noise,building codes, and fire <br /> codes,utility, street,parking and transportation codes. <br /> • State agency permits and requirements, such as water quality certifications (Department of <br /> Ecology),hydraulic project approvals (Department of Fish and Wildlife),rights-of-way on <br /> state-owned aquatic lands (Department of Natural Resources). <br /> • Federal agency permits, such as Corps of Engineers Section 10/404 permits for work <br /> affecting wetlands and in navigable waters. <br /> Shoreline Inventory. The following inventory information shall be considered along with more <br /> detailed site-specific studies when making regulatory decisions. <br /> The Snohomish Estuary Wetland Integration Plan (SEWIP)including the SEWIP Salmon <br /> Overlay published in March 2001. Except for specific policies adopted as regulations in Section <br /> 3.9, the SEWIP work will serve as the primary inventory information and "Best Available <br /> Science" for those areas included in the SEWIP study area. <br /> Administrative Provisions. The following constitute the administrative provisions for the <br /> shoreline master program: <br /> • The provisions relating to the shoreline permit processing in EMC Title 15 EMC—Project <br /> Permit Processing,which provides integrated processing of all city land use permits. <br /> • The provisions relating to the enforcement of City permits and codes in EMC 2.23 — <br /> Enforcement Procedures. <br /> This section of Section 33D of the Zoning Code provides the criteria for processing shoreline <br /> substantial development, conditional use and variance permits. The procedures for permit <br /> processing, including SEPA and public review, are in EMC Title 15—Project Permit Processing. <br /> Although revisions to EMC Title 15 are generally not required to be processed as SMP <br /> amendments, any revision to the designation of the type of review process required for shoreline <br /> permits in EMC Title 15 shall be processed as shoreline master program amendments. <br /> IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> 2.1 Components of the Shoreline Master Program <br /> Three components of the Shoreline Master Program. WAC 173-26 requires the City to include <br /> the following in its master program: <br /> • Master program policies <br /> • Master program regulations <br /> • Administrative provisions. <br /> 8 <br />
