Restoration and Land Use Concepts <br /> 3 RESTORATION AND LAND USE CONCEPTS <br /> The purpose of this section is to provide information on the guiding principles, features, <br /> impacts, and feasibility of the subarea plan. <br /> 3.1 Guiding Principles <br /> The guiding principles for the subarea plan are based upon the requirements of the <br /> settlement agreement including addressing: <br /> 1. A summary of the area's restoration potential and feasibility and a listing of <br /> restoration goals and opportunities <br /> 2. Timeframes and benchmarks for achieving the restoration goals and opportunities; <br /> 3. Committed and potential funding sources <br /> 4. Anticipated improvement in the ecological functions of the areas identified by the <br /> plan for restoration <br /> 5. Shoreline master program regulations for protecting critical areas within the <br /> Marshland <br /> 6. Mechanisms and strategies to ensure implementation of the subarea plan <br /> 7. Mechanisms to review the effectiveness of the subarea plan and make changes if <br /> review reveals the subarea plan is not effectively promoting the plan's identified <br /> restoration opportunities or meeting its other goals, policies, and objectives <br /> Additional project objectives and principles were discussed during the first stakeholder <br /> meeting and presented in the EIS. These note that the subarea plan should: <br /> • Protect and restore salmon habitat <br /> • Protect and restores wildlife habitat <br /> • Protect existing agricultural uses <br /> • Identify the best uses for the more than 300 acres of city-owned property <br /> • Preserve valley views throughout the site <br /> • Consider economic impacts, including major infrastructure investments <br /> • Be technically feasible, but recognize that additional studies need to be completed to <br /> determine the final layouts and extents of restoration <br /> • Protect property owners who are not included in restoration actions from potential <br /> adverse impacts of restoration <br /> • Allow for adjacent private property owners to be fairly compensated for any impacts <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 31 070346-01 <br />
