2. The Comprehensive Plan identifies several zones, including the C-1 Zone and the <br /> B-3 Zone which implement the land use designation of"Central Business <br /> District;" <br /> 3. The City's Comprehensive Plan Central Business District policies encourage (i) <br /> redevelopment of the central business district with a wide variety of office, <br /> governmental, retail, professional service and residential uses; (ii) a vibrant, <br /> people-oriented, and intensive downtown setting; (iii) an emphasis on increasing <br /> the residential composition of the downtown core; and (iv) improving the public <br /> transportation system serving downtown; <br /> 4. The B-3 zone with a height limit of 150 feet provides for greater population <br /> densities in the downtown core, which are crucial to the commercial/retail <br /> revitalization of the downtown core; <br /> 5. The B-3 Zone includes development standards and design requirements that <br /> provide a more urban, pedestrian friendly environment, while the existing C-1 <br /> Zone is more conducive to auto oriented development; and <br /> 6. The B-3 zone permitted uses, development standards and permitted building <br /> height best implement the comprehensive plan policies for the subject properties; <br /> B) The proposed rezone bears a substantial relation to public health, <br /> safety or welfare; and the proposed rezone promotes the best long- <br /> term interests of the Everett Community, based upon the following: <br /> 7. The Comprehensive Plan has provided guidance for the densities and type of land <br /> uses that the City Council has determined are in the best interests of the City for <br /> its downtown core area. The proposed B-3 zone with a 150-foot height limit will <br /> better implement the 3.1 land use designation for the subject rezone area by <br /> allowing and encouraging high density housing, retail and service businesses in <br /> the downtown core area; and. <br /> 8. This rezone is viewed as interim while the City of Everett conducts a <br /> comprehensive planning study of the entire downtown area. The process is just <br /> beginning, and will evaluate zoning boundaries and building heights for the larger <br /> downtown area; <br /> C) The proposed rezone is appropriate because it is a minor adjustment that <br /> will correct a zone boundary that was inappropriate by reason of placing <br /> more than one zone classification on a single property, based on the <br /> following: <br /> 9. There are property ownerships within the rezone area that are split by the <br /> current B-3/C-1 zoning boundaries; <br />
