For the purposes of this Shoreline Master Plan, the City's Comprehensive Plan, EMC 19.37, PDI <br /> 2-2000 and the SEWIP study are the versions in existence on March 21, 2001 unless otherwise <br /> noted. The City's Comprehensive Plan, EMC 19.37, and PDI 2-2000 were adopted under the <br /> City's general land use authority and police powers. The SEWIP document has not been <br /> previously adopted by the City and is incorporated herein as the inventory work that meets the <br /> best available science required under RCW 36.70A.172 of the Growth Management Act. <br /> BE AND THE SAME IS HEREBY AMENDED TO READ AS FOLLOWS: <br /> Incorporation by Reference <br /> Consistent with WAC 173-26-190, and in response to the listing of salmon under the federal <br /> Endangered Species Act, the City hereby incorporates the following plans, goals, policies and <br /> studies into this Shoreline Master Program only insofar as they apply to areas within shoreline <br /> jurisdiction. These documents comprise the substance and procedures for regulating <br /> development in critical and sensitive areas within the City of Everett including development <br /> within the shoreline jurisdiction. While these documents have broader applications within the <br /> City of Everett, they are applied here as an essential element of the regulatory structure to <br /> address development proposals within shoreline jurisdiction. The SEWIP document has not been previously <br /> adopted by the City and is incorporated herein as the inventory work that meets the best available <br /> science required under RCW 36.70A.172 of the Growth Management Act. <br /> SECTION 2: Incorporation by Reference <br /> Appendix A to Exhibit A of Ordinance No. 2600-02 (The Shoreline Master Program) is hereby <br /> amended by the addition of PDI 01-005 and replacing the Comprehensive Plan Goals, <br /> Objectives, and Policies for Environmentally Sensitive Areas (Land Use Element Sections 1.14 - <br /> Flooding, Surface Drainage, and Water Quality and 1.15 -Environmentally Sensitive Area Land <br /> Use Policies)with the August 2005 Comprehensive Plan Sections 2.14 (Surface Drainage and <br /> Water Quality) and 2.15 (Critical Area Goals, Objectives and Policies); and <br /> SECTION 3: Shoreline Restoration Element <br /> Section 3 of the Shoreline Master Program, Exhibit A to Ordinance No. 2600-02, as amended <br /> and Section II of the Shoreline Land Use Element of the Comprehensive Plan, are hereby <br /> amended by the addition of Section 3.11 Shoreline Restoration Element, attached hereto as <br /> Exhibit 1. <br /> S <br />
