2013 Budget Adjustments Tally Sheet Department Code Rev Exp FB GGA-17 Police Amendment-Bulletproof Vest Partnership 031A 18,785 GGA-17 General Fund Amendment-Bulletproof Vest Partnership 002A 18,785 The Bulletproof Vest Partnership(BVP), created by the Bulletproof Vest Partnership Grant Act of 1998, is a U. S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. FY 2013 BVP funds became available earlier this year for purchase of compliant armored vests ordered on or after April 1, 2013. The Police Department applied for funding to cover the maximum of fifty percent of the cost of 50 vests. The total cost of 50 vests is$37,569;therefore,the EPD applied for $18,784.50. The application was approved in full. Council authorized the Mayor to accept this award at the October 16, 2013, Council meeting. Although the Legal department has been able to reduce the reliance on the use of outside counsel over the past few years, certain matters continue to require the expertise of outside counsel. Significant legal issues in 2013, primarily related to labor/employment matters, requiring use of outside counsel have exceeded budget, necessitating the need for a budget amendment. This amendment will allow the continued funding of outside counsel through 2013.
