is responsible for day to day agency finances and maintenance of our QuickBooks accounting system. Our
2016/17 Treasurer is Amy Knutson.
The revenue to support our programs is derived from a number of sources. These include individual
contributions, special funding events, grants, and our excellent Thrift Store. This year our volunteer-staffed
Thrift Store will generate about 56%of agency revenue.
B. National Objectives
The Subgrantee certifies that the activities carried out with funds provided under this Agreement will
meet one or more of the following CDBG National Objectives - 1) benefit low/moderate income
persons, 2) aid in the prevention or elimination of slums or blight or, 3) meet community development
needs having a particular urgency - as defined in 24 CFR Part 570.208. Briefly describe how this
National Objective will be met.
Operation School Bell meets objective#1 as it is of great benefit to low and moderate income children and
families. New school clothing is expensive and competes in the family budget with other necessities like rent,
utilities, food, and medical care. By providing new school clothing to low-income children we relieve
significant economic stress and raise the self-esteem of both children and parents. The program also protects
the physical health of young children because we provide warm coats and other cold weather clothing. Without
the winter clothing we provide many of these children would go to school wet and cold or simply stay home
because they did not have coats and shoes for school.
C. Performance Monitoring
The City will monitor the performance of the Subgrantee against goals and performance standards
required herein. Substandard performance as determined by the City will constitute non-compliance
with this Agreement. If action to correct such substandard performance is not taken by the
Subgrantee within a reasonable period of time after being notified by the City, contract suspension or
termination procedures will be initiated.
B-2
