The Applicant has requested the Special Property Use PPrmit ir order to <br /> construct a recreationalfacility o�ithe subject property. <br /> 10. The construction of the recreational facility will occur on a stage <br /> development over a period of 15 years with seven separate co�struct,ion <br /> stage3. The first s•age that will occur if the Speciat Property Use Permit is <br /> granted will be comple�ed in 1981. <br /> 11. 7he initial construction stage of the subject property wiil consist of the <br /> development of a small parking lot, .rail improvements, picnic area, and a <br /> small play area. <br /> 12. The proposed recreational area is bei�b construded in seven separate stages <br /> because there are not enough re>venues available to build the entire facility at <br /> the present time. <br /> 13. Although there is federal participation in this projeM, each stage <br /> development is dependent upon budgetary approvai by the City Council. <br /> 14. Modification of the construction plans must be approved by the City of <br /> Everett Planning Department. <br /> 15. The site slopes 0-8% grade. There are two small bogs that exist on the site. <br /> 16. The subject property is in the area of the headwaters of Powder Mil! Gulch <br /> and 21st Avenue West Creek. <br /> 17. The majority of the subject property is �:vooded with alder six feet to 24 feet <br /> in height. <br /> _8. There ap�ars to be no developmental limitations that will adversely affect <br /> construction on the proposed site. <br /> 19. Access to the subject property will be via Airport Road with major arterials <br /> to the subject property being Casino Road, 100th Avenue, and Airport Rcad. <br /> 20. A SEPA checklist review has been made or, the subject property and it has <br /> been determined that a negative declaraYion can be issued on the subject <br /> property subjeM to conditions. A wpy of ehe Final Deciaration of Non- <br /> Significance is attached hereto as part of these findings. <br /> 21. The subject property will be screened by a natural screening buffer from a <br /> minimum of 20 ;eei in width. TEiis screening bufier well be lacated around <br /> the perimeter of the proposed recreational facility. <br /> 22. There has been no opposition from property owners to the proposed project. <br /> 23. The proposed recreational facility will provide a needed p�blic use to the <br /> area. <br /> 24. The Pianning Department of Yhe Clty of Fverett has recommended approval <br /> of the Special Property Use Permit subject to the following conditions: <br /> -3- <br /> I <br />
