I <br /> I <br /> 2.1 Remove dump si[es adjacent to Wetland A and E including old boat l <br /> hulls, building materials, and animal dung piles, in addition to <br /> drums of toxic materials, open containers of oils and mechanical <br /> components along the asphalt service read east of Building C and ' <br /> E. <br /> 2.2 Submit a wetland creation/enhancement and monitoring plan for <br /> the mitigated wetland areas. The plan shall be prepared by a <br /> qualified wetland biologist and ehall include a planting plan <br /> which uses native species found in the adjacent eatablished <br /> wetland areas. To the maximum extent possible, cuttings from <br /> wetland vegetatton on site shall be used for propagation of <br /> mitigation plants. The monitoring plan shall contain a • <br /> hypothesis anJ clearly stated goals and criteria; the plan ehall <br /> monitor vegetation miz and caverage, wildlife usage, hydrology, � <br /> water qua11.'.y, hydric soils, and invertebrates. The monitoring <br /> plan shall include contingency measures and a long term <br /> maintenance plan for ehe removal of invasive species such as <br /> purple loosestrife. <br /> 2.3 Monitor the site for a period of S years. The standards of <br /> success for the wetland are set forth in the attached model <br /> monitoring plan. They shall inclu3e the creation of a <br /> fczctional �aetland that exhibita a range of functlonal values <br /> ti. � are simiiar to other "relatively" undieturbed wetlands <br /> within the Rasch Bog watershed, including: vegetative coverage <br /> (area coverage) — 60X at th� end of the 2nd year for wetland <br /> plantings and SOX for upland plantinga, and 90X at the end of <br /> the Sth year �survival of the "planted" plant species ehall be <br /> SOX); presence of suitable hydrology; nresence of hydric soils; <br /> and a range of �sildlife. If the w�tlaad does not meet the <br /> wetland criteria and hypothesis, then the monitoring shall be <br /> eztended for aa additional 5—year period. <br /> 2.4 Recordation os an ESA covenant for the wetlanda oa the aubject <br /> site �A, D�, E and F) which provide for their long term <br /> protection•. <br /> 2.5 Provisiob of a bond or "set aside" of an amount equivalent to: <br /> a) 90Z of the total coet for wetland plantings; and b) <br /> installatioa of water control/supply structures necessary for <br /> wetland hydrology. <br /> 2.6 &emove all invasives vetland species, including purple <br /> loosestrife, reed canary grass and Himalaqan Blackberry. <br /> 2.7 The Applicant shall utilize a qualified wetland specialis[ to <br /> develop and implement a construction plan which specifies <br /> requirements for ezcavation, drainage, materials stock piling, <br /> soil replacement, and plantings.
