- Preconstruction meeting <br /> - Staking of mitigation boundaries and eYi�:tng wetland area <br /> to be maintaiued <br /> - Installation of temporary erosion and sedimentation control <br /> measures <br /> - Clearing �i�� grubbing, over-excavatio¢ of wetlands and <br /> contained root- and seedsrock <br /> - Replacement of wetland soil materials <br /> - Planting <br /> - Establishment of hydrologic regime and se.tisfaction of <br /> post-planting zequirements <br /> - Post construction meeting <br /> 2.8 Over a five <5) year period following wetland construction, <br /> vegetation, hydrology, �ater quality and food chain values shall <br /> be monitored to determine the suecess of the Wetland Mitigation <br /> Plan in aeeting its goals and objecti✓es. Specific measurable <br /> goals and perfoxwaace standards shall be developed for both <br /> vegetation and hydrology in the wetland mitigation area over a <br /> five (5) year monitoring period. (See recommended monitoring <br /> plan under attached Develoger Information 1135.) <br /> 2.9 In addition to the monituring program. a contingency plaa shall <br /> be developed in the event o€ identified mitigation shortfall <br /> such as eacessive plant mortality or failure to attain planned <br /> hydrologic regime. An agreement between the Appl�cant and the <br /> City of �erett shall �e reached before implementation of the <br /> contingency plan. The contingency plan shall address corrective <br /> actions which will be implemented if the hydroJogic, vegetative, <br /> water quality and food chain value goals are ceot met. <br /> 3.0 Water levels ahall be monitored seasonally at selected locations <br /> within the proposed mitigation area. Wetland A, E, F and the <br /> newly created wetlanda shall be monitored to ensure that the <br /> proper hydrologic relationships have been established. <br /> 3.1 The propoaed mitigation area shall be replaated with the same or <br /> similar native species as found in the surrounding upland <br /> habitat and adjacent wetlands. <br /> 3.2 Wildlife monitoriag shall be performed by visual observations oa <br /> a seas�nal baeis. Anq mammal or bird tracka or other eigns of <br /> wiidlife shall be recorded at each visit to the newly created <br /> wetl�nd aad the reference wetland. <br /> 3.3 In order to propezly determine revegetation success, vegetation <br /> shall be monitored annually for the proposed mitigated wetland. <br /> It is best to sample vegetation in summer, bet�.een mid-June and <br /> mid-August, when most species can be easily identified. <br /> Photographs shall be taken from the beginning of the <br /> construction operation thzough the completioa of the monitoring <br /> -10- <br />
