process. Permanent points shall be established after <br /> constructlon is completed and marked on the wetland map. Points <br /> shall be located in each vegetation community type. Photos <br /> shall be taken at these points at the same time each year during <br /> optimal vegetation area data in determining if the vegetation <br /> component of the mitigation plan is performing sati�factorily. <br /> 3.4 Annual reports prepared by the project vetlan3s specialist shall <br /> be submitted to the City of Everett. Reports shall contain <br /> scientific data from each companent lvegetation, hydrology, <br /> vildlife, etc.) of the monitoring plan, as well as methodology, ' <br /> results, conclusions, and recommendations. <br /> 3.5 The Applicant shall provide a performance security bond in the <br /> amount of 300 percent of the estimated cost of implementing the <br /> Comprehensive Wetland Mitigation Plan. This bond is payable to <br /> the City of �rerett in order to ensure that 1) all costs for <br /> construction, monitoring, maintenance, and contingencies will be <br /> met during the monitoring period; and 2) contingency sctions, <br /> including plant replacement, can be carried out over the five <br /> year monitoring period. <br /> 3.6 The Applicaat must develop a long term maintenance program for <br /> the removal of purple loosestrife onsite. <br /> 3.7 The Applicant must develop a wetland hydrology report which <br /> identifies sources and quantity of water entering all onsite <br /> wetlands and impacts to the ezisting hydrological regime. It is <br /> critical that the applicant demonstrate that the water sources <br /> will be sufficient to support the eaisting and created wetland <br /> areas and that the development will have no impact upon the <br /> hydrology of the proposed created and ez3sting wetlands on the <br /> adjacent Conmunity Transit site. <br /> 3.8 The applicant must eliminate or significantly reduce the present <br /> and future traneport of organic and inorganic pollutants into <br /> the onsite wetlands. This includes relocation of the animal <br /> corral adjacent to Wetland E so that nitrate/nitrite pollutants <br /> are either transparted to an appropriate storm sewer system or <br /> treated onsite, and construction of a bioswale to treat any <br /> runoff from new parking iot areas. <br /> 3.9 The Applicant must relocate the ezisting development outside of <br /> the wetland buffer areas. This includes the animal corral <br /> adjacent to wetland E. <br /> 4.Q The Applicant must consolidate the remaining fra�elt of Wetland <br /> C within the Wetland A area. This will impzove overall wetland <br /> value and function. <br /> -11- <br />
