2. A NPDES (National Pollutant Discharge Elimination System) pexmit, <br /> administered by Washington Stat='s Department of Ecolog�, will <br /> probably be required for clearing and grading activities on this site <br /> due to its size C 5 acres). Zn addition, a separate NPDES permit <br /> will probably be required for stormwater discharges due to the use of <br /> the facility. <br /> 3. The Department of Ecology has reviewed the environmental checkList <br /> for the proposed project and have the following comments: . <br /> 1.0 Erosion control measures must be in place pzior to any clearing, <br /> grading, or conetruction. These coatrol measures must be <br /> effective to prevent soil from being carried into surface water <br /> by stormwater runoff. Sand, silt, and soil vill damage aquatic <br /> habitat and are considered pollutants. Causing or allowing <br /> pollutants to enter state waters carries a masimum penalty of <br /> 510,000 per day. <br /> 1.1 Oil/water separators should, at a minimum, be designed, <br /> operated, and maintained in accordance with Ecology's <br /> "Stormwater Management Manual for the Puget Sound Basin," May <br /> 1991 draft. This includes routine inspection and maintenance of <br /> the separator and establishing a written log of such activ3ty. <br /> Discharge from all oil/water separators should not exceed the <br /> state guidelines established for discharges containing oil and <br /> grease of miaeral origin. <br /> 1.2 After completion of this project, stormwater runoff will likely <br /> contain increased levels of grease, oils, sediment, and other <br /> debris. Appropriate soeirce coatrols, such as good houaekeeping, <br /> should be used to prevent these substances from entering <br /> stormwater. Treatment devices should also be used to further <br /> reduce polluted runoff. <br /> 1.3 During construction, ali releases of oils, hydraulic fluids, <br /> fuels, other petroleum projects, paints, solvents, and other <br /> deleterious materials must be contained and removed in a manner <br /> that will prevent their discharge to waters and soils of the <br /> state. The cleanup of epills should take precedence ovez other <br /> work on the site. <br /> 1.4 Dumpsters and re. ��a collection containers must be leak free <br /> with close fitting covers. The drainage for refuse containers <br /> and dumpster areas adjacent to or over the water must be <br /> connected to the sanitary sewer or otherwise designed to prevent <br /> leactiate from being dtscharged to surface waters. <br /> 1.5 Erosion and sediment control is a key to preserving habitat and <br /> preventing denudation of a developing area.
