Of parti.cular concern is the location of the <br /> animal corral immediately adjacent to the northern boundary of <br /> Wetland E. The applicant ia not proposing to fill this wetland. <br /> - Wetland F is a .03 acre palustrine emergent wetland which <br /> appears to receive surface water flows for ultimate easterly <br /> overland discharge through noa�etlands to Wetland E. Wetland F <br /> provides marginal hydrologic values c�hich are limited to � <br /> discharge, and its habitat values are nearly identical to the <br /> surrounding uplands. The applicant is not proposing Co fill <br /> this wetland. <br /> - A Wetlands Delineation and Conceptual Mitigatiou Plan for the <br /> Mukilteo School District !l6 Central Facility CSeptember, 1992) <br /> was prepared by Lovell-Sauerland a¢d Associates, Inc. The plan <br /> provides specific mitigation goals and objectives, conetruction <br /> plans and specifications for construction and plantiag methods, <br /> construction management, performance standards, and a monitoring <br /> and contingency program, as well as performance security. <br /> 16. The proposed filling of Wetlands B, C, and D and the creation of <br /> approsimately 0.4 acres of aew wetlands adjacent to Wetland A and <br /> Wetland E must be in accordance with the above referenced Wetlaads <br /> Deliaeation and Conceptual Mitigation Plan. �SEPA Farth, Water, <br /> Plants, and Animal Policies) <br /> 17. In addition to compliance with the Wetlands Mitigation Plan, the <br /> applicant must comply with the following SEPA mitigation requiremente <br /> for the proposed filling and r_reation of wetlands on the Mukilteo <br /> School District site. (SEPA Earth, Water, Plants, and Animal <br /> Policies) <br /> 1.0 Wetland A is a Category III palustrine wetland caith a emergent, <br /> scrub/shrub components. The required buffer ia 75 feet for this <br /> wetland. Wetland D and E are Category II palustrine vetlands, <br /> with an emergent and scrub/shrub components (Wetland E has an <br /> open component); the buffer for a Category II wetlaad is 50 <br /> feet. Wetlands B and C are also Category III wetlands; both of <br /> these wetlaada will be filled. <br /> 1.2 The buffer may be reduced aling that portion of the northern <br /> boundary of Wetland E which ha� been disturbed by the corral <br /> development. The buffer can be reduced to a minimum of 25 feet; <br /> however, the buffer area reduced must be equivalent to the <br /> degraded area within the full buffer Chat is restored wlth <br /> native plaatings. <br /> -7- <br />
