F. Parking which is located below grade may be located within a required front or corner <br /> side setback area if situated completely below the level of the abutting sidewalk, and the required <br /> landscaping can be provided on top of the below grade parking structure. <br /> G. In multiple-family developments with more than one building,the areas between <br /> buildings shall be used for required open space, and the parking and circulation areas shall be <br /> located at the perimeter of the site. Except as provided by Paragraph D of this Section, perimeter <br /> landscaping shall be provided as required by Section 35 of this Title. <br /> H. Tandem parking for parking spaces serving the same dwelling unit may be used if the <br /> parking is located within the rear setback area and gains access from an abutting alley, or when <br /> one of the parking spaces is located within a private garage, and the other is located in the <br /> driveway providing access to the parking space within the private garage. Except for <br /> developments in which tandem spaces are located within the rear setback area and gain access <br /> from an abutting alley,not more than fifty percent of parking spaces within a multiple-family <br /> development may be placed within a tandem configuration. <br /> I. In developments with more than one building,parking located below structures shall be <br /> assigned to dwellings within the building above the parking structure. <br /> Section 14. Section 15.100 of Ordinance#1671-89, as amended by Section 10 of <br /> Ordinance#1729-90 (EMC 19.15.100), which reads: <br /> 15.100 On-site recreation facility requirements. <br /> A. Applicability. Multiple-family developments in any use zone shall provide on- <br /> site recreational facilities in accordance with the standards of subsection B of this section. <br /> B. Determination of On-site Recreation Requirements: <br /> 1. The amount of required recreational facilities is based upon standards contained in <br /> the Everett parks and recreational plan and shall be determined by using the method <br /> described in this subsection. Recreational facility requirements are based upon the <br /> projected population of each multiple-family development using the following formula: <br /> Projected Population x .01-#Acres Recreational Impact. <br /> a. For purposes of this section,projected population will be determined using the <br /> following method: <br /> Dwelling Size (gross sq. footage) Population <br /> Less than 600 square feet 1 <br /> 600 to 900 square feet 2 <br /> More than 900 square feet 3 <br /> b. .01 is the number of acres of"recreational impact" per person, as identified in the <br /> adopted Everett parks and recreation plan. <br /> 19 <br />
