Exhibit "A" <br /> PHASE III <br /> SCOPE OF SERVICES <br /> FOR THE <br /> I-5/41ST STREET INTERCHANGE ACCESS POINT DECISION REPORT <br /> INTRODUCTION <br /> During the analysis for the Everett I-5 Interchange and Arterial Access Action Plan, the <br /> 41st Street/Broadway interchange on 1-5 was identified as being inadequate to handle <br /> growing traffic volumes and the access needs into the south end of Everett's downtown <br /> area. To remedy this situation will require a major revision to an existing access point at <br /> 41st Street. The purpose of this Scope of Services is to prepare the final Access Point <br /> Decision Report for submittal to the Federal Highway Administration for this <br /> interchange. In addition to the access point revision, the final report will discuss future <br /> modifications to I-5 and HOV improvements. <br /> WSDOT's Design Manual, Chapter 1425 (May 2000), outlines the steps required to <br /> successfully complete an Access Point Decision Report. This Scope of Services is <br /> structured to be consistent with WSDOT's process. <br /> During Phase I of this project, Project Assumptions and Points 1, 2, and 3 were prepared <br /> and submitted as a draft report a Project Support Team. The purpose of Phase II was to <br /> prepare Points 4, 5, 6, 7, and 8, assemble the points into a draft Access Point Decision <br /> Report for submittal to WSDOT. <br /> The purpose of Phase III of this project is to incorporate comments on the draft Access <br /> Point Decision Report into a final report and prepare the accompanying environmental <br /> documentation. <br /> 1.0 Project Management <br /> Work Element 1.1. Project Coordination. This work element will have the following sub- <br /> elements: <br /> 1.1.1. Maintain day-to-day contact with client. The City will be kept informed on <br /> issues concerning work progress, need for liaison with agencies, and factors affecting <br /> project progress. <br /> 1.1.2. Coordinate and schedule activities of consulting staff in order to meet the <br /> overall project schedule and to keep work progressing efficiently. Coordinate <br /> activities of subconsultants as members of the project team. <br /> 1.1.3. Prepare monthly progress reports and invoices that document progress to date, <br /> rates of expenditure, work completed, and work anticipated in future months. <br /> Prepare, monitor, and update project schedule monthly. <br /> 1 7 <br />
