Resolution establishing a Municipal Urban Growth Area for the City of Everett for purposes of establishing a planning area for the upcoming Comprehensive Plan Update in response to a request from Snohomish County and Snohomish County WHEREAS, the City of Everett has a desire to work cooperatively with Snohomish County and other jurisdictions to provide quality services to residents within the Urban Growth Area; and WHEREAS, the City of Everett has worked cooperatively with the cities of Mukilteo, Mill Creek, and Lynnwood to establish boundaries for future planning efforts; and WHEREAS, the City of Everett has been requested by Snohomish County and Snohomish County Tomorrow to establish Municipal Urban Growth Areas with its neighboring cities; and WHEREAS,the City of Everett is not committing to annexation of these areas described within the Municipal Urban Growth Area at this time because: (1) cities are not in control of the decision to approve annexations. (2) The City of Everett needs to evaluate annexations on a case by case basis at such time as they are proposed; and WHEREAS, there is a concern by the City of Everett about the condition of the infrastructure of some areas outside the Everett City limits where the infrastructure facilities are below City standards and/or have not been maintained. NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL THAT: 1. The map attached hereto as Exhibit A is hearby adopted as the City of Everett's Municipal Urban Growth Area for planning purposes. 2. The map establishes the City of Everett's policy direction at this time and is subject to future review and/or modification. 3. At this time the Snohomish County owned land around Paine Field is shown as an unincorporated island. In the future, the cities of Mukilteo and Everett, in cooperation with Snohomish County need to work together on the jurisdictional and service issues related to the Snohomish County Paine Field area. 21
