A preliminary layout will be prepared showing alternative methods for connecting the
Marysville pipeline to the existing Chlorine Contact Channel. The City's comments on the
preliminary layout will be addressed when preparing the final design. Design work,
including the specifications, testing procedure, metering facilities, and connection details
will be coordinated with the City of Marysville design team. Final drawings and
specifications will be prepared and sent to the City of Everett staff and City of Marysville
staff for review. Comments from both City staffs will be addressed when preparing final
design. Design work will include a new isolation valve located between the Chlorine
Contact Channel and the trickling filters. The proposal form will be modified to show the
Marysville portion of the work as a separate bid item. Questions from bidders will be
addressed and responses will be included in an addendum as necessary.
Subtask 5.9. Permitting, Design Review, and Bidding Services for Pipeline
Crossing under Railroad Tracks near Kimberly-Clark Mill
This subtask includes permitting, design review, and bidding services associated with
design of a pipeline crossing under the railroad tracks and under West Marine View Drive
near the Kimberly-Clark mill. The design drawings and specifications for this work will be
included as an addendum to the bid documents. Work includes completing the railroad
permit application,a site visit to the Kimberly-Clark mill to observe the potential
construction conflicts,determining any Kimberly-Clark site requirements,reviewing
drawings, modifying specifications, preparing an opinion of probable cost, revising the bid
proposal to account for the longer length of pipe, conducting a site tour for potential
bidders, coordinating design work with Kimberly-Clark staff, modifying the insurance and
safety requirements in the bid documents, responding to bid questions, modifying the
Geotechnical Data Report to include the boring within the Kimberly-Clark mill site, and
preparing a Geotechnical Baseline Report.
Subtask 5.10. Additional Geotechnical Investigation
The existing subsurface information in the vicinity of the Chlorine Contact Channel(CCC)
indicates that a layer of soft silts may be located just below the existing pile tips. There is a
concern that the added weight of the proposed South Effluent Pump Station may cause
excessive settlement of the CCC structure. This subtask includes installation of a deep test
boring adjacent to the CCC to determine the extent of the soft silt layer, laboratory
consolidation testing of soil samples to determine the coefficient of consolidation, analysis of
the test results, and preparation of a technical memorandum.
Subtask 5.11. Provide Engineering Services for Design of BNSF RR Crossing
This task was originally Task 12 of the scope of services for Kimberly-Clark. The task
includes engineering support as requested to design and prepare drawings and
specifications for the BNSF railroad crossing for the City of Everett outfall line in the vicinity
of the Detreve warehouse. This design will include the new City of Everett pipeline from
the connection with the dished head fitting on the City pipeline on the west side of West
Marine View Drive to the top of the vertical section in the jacking pit where the City line
EXHIBIT A-JULY 16.DOC
2
66
