4 Washington Preservation Initiative <br /> 2003 Grant Application <br /> • <br /> In 2001, photographic historian, teacher and preservationist, Rod Slemmons (then at <br /> the University of Washington), advised us regarding the Juleen panoramas. His <br /> recommendation was similar to Mr. Witter's, but Rod had been perfecting a process <br /> at the time to professionally duplicate panorama images. Working with a contact <br /> frame and special film, Crux Conservation had done work for various heritage <br /> groups and special collections. EPL hired Mr. Slemmons and his company Crux <br /> Conservation to duplicate 20 of these panoramas, and we now have an archival print <br /> and duplicate negative of each. The first chosen for duplication were the rare and <br /> important 1912 views of Everett and popular favorites such as the Everett and <br /> Tacoma Motorcycle Club images. Several of these have been added as digital <br /> collections at our website. <br /> Preservation of the Juleen Studio negatives to date has been substantial, and all of <br /> this has been done with local funds. In addition, the library pays the salaries for two <br /> full-time historians to provide all aspects of local history service. Panorama <br /> preservation requires special expertise and this process cannot be done in-house, <br /> and while the negatives continue to deteriorate, City and Library budgets are <br /> shrinking. <br /> 4. Describe the solution to the problem or need, or the approach to take <br /> advantage of the opportunity. How does this solution alleviate or <br /> resolve the problem previously described? Why is this solution the best <br /> approach? <br /> Consider the following items in developing the response: <br /> • What is proposed to resolve the problem, alleviate the need, or take <br /> advantage of the opportunity? <br /> • What method of outreach will be used to reach the target population? <br /> • What are the specific benefits of using this solution? <br /> • How will the implementation of this proposal impact the ability to provide <br /> services? (effect on staffing, effect on capital budgets, effect on operation <br /> and maintenance budgets, other outcomes) <br /> • Is the nature of the solution technological, procedural, organizational, <br /> jurisdictional, or a combination of these factors? <br /> Review and Evaluation <br /> This question worth 20 points. Reviewers will look for: <br /> • A proposed solution that is appropriate for the problem, need, or <br /> opportunity described previously <br /> • A project scope which is appropriate relative to the scope of service <br /> improvement <br /> We wish to use Crux Conservation's services to duplicate the remaining 126 <br /> negatives, making an archival negative and print of each. While Crux provides <br /> excellent professional service at a minimal cost, even in the best years, Everett <br /> Public Library does not have enough money to complete this project in a timely <br /> manner. Now, Everett Public Library is, like most public institutions, facing severe <br /> budget cuts this year and next, and we are having to prioritize all special projects. <br /> It will not be possible for this preservation work to be done any time soon. <br /> Page 12 of 21 <br /> t <br />
