Create a positive, pleasant impression on residents and first time visitors with <br /> attractive entryways, focal points and dramatic viewpoints." (Page UD-2, <br /> Objective 6.1.4) This Plan accomplishes the goals stated here. <br /> u. Major entrance points into Everett should be provided with symbolic markers and <br /> landscaping to create a visually dramatic gateway." (Page UD-2, Objective <br /> 6.1.7) This Plan accomplishes the goals stated here. <br /> B. The Plan shall be sufficiently complete to indicate such land <br /> acquisition, demolition, and removal of structures, redevelopment, <br /> improvements, and rehabilitation as may be proposed to be carried <br /> out in the community renewal area; zoning and planning changes, if <br /> any, which may include, among other things, changes related to land <br /> uses, densities, and building requirements; and the plan's <br /> relationship to definite local objectives respecting appropriate land <br /> uses, improved traffic, public transportation, public utilities, <br /> recreational and community facilities, and other public <br /> improvements <br /> a. Cleaning the Asarco site and returning it to single family <br /> residential uses will have a direct and significant benefit to public <br /> health, safety and welfare. "The cleanup is designed to reduce the risks <br /> to human health and the environment associated with soils contaminated <br /> with arsenic, lead, and other metals...Contaminated soils in the residential <br /> communities raise health concerns". (Everett Smelter Site Integrated <br /> Final Cleanup Action Plan ("FCAP") and Final Environmental <br /> Impact Statement ("FEIS") for the Upland Area, Washington State <br /> Department of Ecology, November 19, 1999, page xxvii) Without <br /> being able to sell its properties with a density sufficient for a <br /> housing redevelopment Asarco and its subsidiary Domestic Realty <br /> would not be able to remediate the site in a manner that would <br /> allow residential uses. As a consequence, the Plan has a direct and <br /> positive effect on the public health safety and welfare. <br /> b. The rezone of this area promotes the best long term interests of the <br /> Everett Community: Besides assuring the actions that would ensue <br /> as a result of the rezone positively affect public health, safety and <br /> welfare, the re-use of the Asarco/Domestic Realty properties for a <br /> Community Renewal Plan-page 20 <br />
