ATTACHMENT 1 <br /> new high quality single family residential area will have positive <br /> long-term benefits for the City of Everett as a whole. The reasons <br /> for this conclusion are based on numerous factors including 1) The <br /> area is currently "blighted" and that blighted area will be <br /> substantially improved; 2) the re-development on the Asarco <br /> properties will enhance one of the City's designated Gateways; 3) <br /> increased densities, within design guidelines, achieves many goals <br /> of the Comprehensive Plan. <br /> c. An Everett Gateway will be Enhanced: The Asarco/Domestic <br /> Realty properties, primarily the "fenced area" are situated <br /> prominently on the southeast corner of an Everett "gateway" as <br /> defined in the Comprehensive Plan. The City's policies regarding <br /> this subject include "Create a positive, pleasant impression on residents <br /> and first time visitors with attractive entryways, focal points and <br /> dramatic viewpoints." Major entrance points into Everett should be <br /> provided with symbolic markers and landscaping to create a visually <br /> dramatic gateway." (Page UD-2, Objective 6.1.4 and 6.1.7). In its <br /> current condition the land is arguably visually dramatic in a <br /> negative way. The scarred remains of demolished structures <br /> behind a cyclone fence can't help but leave a lasting impression on <br /> first time visitors and the general populace. Allowing for a <br /> redevelopment to occur that would entail design guidelines will <br /> provide a mechanism to help achieve the gateway goals in this area <br /> of Everett. The results will be a far different and dramatically more <br /> positive visual appearance. <br /> d. The Change will help the City Attain Density and Other Housing <br /> Goals: Increasing densities of residential development is a goal <br /> articulated throughout the Comprehensive Plan. An early <br /> statement in the Plan succinctly describes the theory behind this <br /> rezone proposal: "Rather than accommodating a higher population level <br /> for the city by rezoning single family areas to multiple family, more subtle <br /> methods allowing more housing in neighborhoods throughout the city will <br /> be promoted, with an emphasis on quality and design character of higher <br /> density housing in all areas of the community. Increasing opportunities <br /> for home ownership is a high priority." (page I-12, Item 2:) <br /> e. This proposal accomplishes the goals articulated in the above- <br /> referenced Comprehensive Plan statement. Rather that attempting <br /> Community Renewal Plan-page 21 <br />
