ATTACHMENT 1 <br /> to optimize the return from the sale of property by seeking a <br /> multiple family zoning, similar to the adjacent R-4 areas, the <br /> approach proposed here is to use the "more subtle methods" of <br /> achieving density. To achieve the optimum density from the R- <br /> 1(A) zone will require a process that in the specific review will <br /> emphasize "quality and design character" of this higher density <br /> housing. The proposed redevelopment project is intended to result <br /> in owner-occupied units. The land will be a condominium <br /> development. Mechanisms can be developed to require the units to <br /> be owner-occupied. It is not being proposed as a rental <br /> development. As a consequence enabling this project will increase <br /> opportunities for home ownership. <br /> f. As required, the proposed rezone is consistent with the Everett <br /> Comprehensive Plan. The Land Use component of the <br /> Comprehensive Plan provides a Table, the relevant section of <br /> which is found on page LU-69 (a copy of which is attached as an <br /> Exhibit), identifying the "Equivalent Zoning" for the "Land Use <br /> Designation" for the land use types in the Plan. The designation of <br /> this area in the Plan is 1.3, Single Family Detached, 10-12 Dwellings <br /> per gross acre. Two Equivalent Zoning designations are provided <br /> for in the Plan for this designation, the present R-2 and the <br /> proposed R-1(A). Therefore, the proposed change is consistent <br /> with the Everett Comprehensive Plan. <br /> C. The Plan shall address the need for replacement housing, within the <br /> municipality, where existing housing is lost as a result of the <br /> community renewal project undertaken by the municipality under <br /> this chapter; <br /> This Requirement is not applicable. The Plan will result in substantially more <br /> housing than currently exists. <br /> D.
