5 <br /> aerial photo's laid over the terrain modeling. <br /> 5.4. At the request of the City, the Consultant will prepare a presentation to the City <br /> Administration and Council. The presentation will include the background information, <br /> recap of the community outreach program, including the Citizen Advisory Team, and the <br /> presentation of the three (3) refined streetscape concepts and the final recommended <br /> corridor. Handouts will be prepared at the request of City staff. <br /> 5.5. The Consultant will prepare for an Open House at the culmination of the Design Report <br /> and after the Administration and Council presentation. Presentations of the <br /> recommended alternative and supporting analysis will be made. <br /> 6. ENVIRONMENTAL DOCUMENTATION(Work to completed by Shockey-Brent, Inc.) <br /> 6.1. NEPA <br /> For the purposes of this scope of work and cost estimate, we assume that public <br /> involvement and scoping has been effectively executed and complete. It is assumed that <br /> most or all background environmental studies have been completed and preliminary <br /> engineering design initiated so that three action alternatives and the No Action alternative <br /> can be evaluated in the context of NEPA. It is assumed that the project cannot be <br /> authorized under a Categorical Exclusion (CE) since it is unknown at this time if there <br /> would be significant impacts. Further, it is assumed that evaluation of the project can be <br /> adequately addressed through an Environmental Assessment (EA) and Finding of No <br /> Significant Impacts(FONSI) since there is a very reasonable chance that upon NEPA <br /> evaluation that all impacts would be determine to not be significant. An environmental <br /> impact statement is not expected under the reasonable assumption of an EA and FONSI. It <br /> is assumed that the WASDOT will be the lead and decision-making agency for NEPA <br /> through consultation with FHWA. <br /> 6.1.a. Review Existing Project Documentation. Under this task, our team will review <br /> existing documentation on the project and determine if there is complete public <br /> involvement,public scoping, and environmental review processes to meet NEPA <br /> requirements. Such information includes engineering studies, public scoping and <br /> public involvement records, and environmental studies such as traffic analysis, <br /> noise, wetlands, and cultural investigations. Recommendations will be made for <br /> additional studies if the record is found to not be adequate to meet the requirements <br /> of NEPA. It is assumed that a large portion of the work required under this task <br /> will be covered by Task 1 of the SEPA process. <br /> 6.1.b. Preparation of EA. This task will involve preparing a concise public document <br /> pursuant to FHWA policies and CEQ regulations. The EA will incorporate by <br /> reference the more detailed study reports that have been prepared or that will be <br /> prepared. The document will involve summarizing and abstracting the existing <br /> environmental documentation and completing sections of the EA per the approved <br /> FHWA/WADOT outlines for EA's. It is assumed that a preliminary draft EA, draft <br /> EA, and a final EA will be produced. The EA will follow the following suggested <br /> Page 8of11 14 <br />
