5 <br /> format: cover sheet, purpose and need, alternatives considered, impacts, mitigation, ' <br /> comments and coordination, appendices, Section 4(f) analysis, and other <br /> compliance information such as Federal Clean Water Act, Endangered Species Act, <br /> etc. <br /> 6.1.c. Public Hearing. A public hearing is assumed prior to issuing a FONSI. The public <br /> hearing will be held after FHWA and WADOT have approved the EA. We will <br /> coordinate the notice of availability and public hearing on behalf of the City of <br /> Everett, WADOT, and FHWA. Based on comments on the EA received from other <br /> agencies and the informed public, a determination of non-significant impacts can be <br /> made. <br /> 6.1.d. FONSI. Under this task we will facilitate preparation of the FONSI on behalf of <br /> WASDOT and FHWA. The FONSI will be based on the conclusion of the EA and <br /> comments generated by agencies and informed publics. In addition, we will <br /> facilitate the preparation of the notice of availability of the FONSI. <br /> 6.1.e. Agency and Team Meetings. In addition to the meetings assumed under the scope <br /> for SEPA, it is assumed that four team and agency meetings will be required for the <br /> NEPA process. <br /> 6.2. SEPA <br /> For the purposes of this scope of work and cost estimate, we assume that public <br /> involvement and scoping has been effectively executed and complete. It is assumed that <br /> most or all background environmental studies have been completed and preliminary <br /> engineering design initiated so that three action alternatives and the No Action alternative <br /> can be evaluated in the context of SEPA. It is unlikely that the project can be authorized <br /> under a Categorical Exclusion (CE). Further, it is assumed that evaluation of the project <br /> can be adequately addressed through a Determination of Non-Significance (DNS) or a <br /> Mitigated Determination of Non-Significance. An environmental impact statement is not <br /> expected under the reasonable assumption of a DNS or MDNS. It is assumed that the City <br /> of Everett will be the lead and decision-making agency for SEPA. <br /> 6.2.a. Review Existing Documentation. Under this task, our team will review existing <br /> documentation on the project and determine if there is a complete public <br /> involvement, public scoping, and environmental review process to complete the <br /> SEPA process. Such information includes engineering studies, public scoping and <br /> public involvement records, and environmental studies such as traffic analysis, <br /> noise, wetlands, and cultural investigations. Recommendations will be made for <br /> additional studies if the record is found to not be adequate to meet the requirements <br /> of SEPA. <br /> 6.2.b. Complete Expanded SEPA Checklist. This task will involve summarizing and <br /> abstracting the existing environmental documentation and completing sections of an <br /> "expanded" SEPA check list. <br /> Page 9 of 11 <br /> 15 <br />
