RICHARD '7V. ELLIOTT REZONE <br />N1-81 <br />10. The current zoning buundaries spl;t the parcel ot which the subject property <br />is a part into three zoning categorie:. A rezone: would create continuity of <br />one zoning district. <br />:1. The development of the parcel of which the subject property is part of has <br />been contrary to the City of Everett Zoning Etegulations. The building on <br />the original parcel was constructeG over property lines. This has been <br />corrected. <br />12. Another violation of the existing zoning regulations on the subject pro�erty <br />was that the building was built over existing zoned boundanes of R-1 and F2- <br />3. A rezone, if granted, would correct this violation. <br />13. A rezone would not adversely change the living conditions of adjacent <br />single-family multiple-family zoned properties if screening requirements are <br />completed. <br />14. No significant volumes of traffic will be generated by the rezone. <br />15. There will be no blockage of light and air to adjacent properties because of <br />the rezone. This is so because the parcel is already developed. <br />16. There will be no property values affected by the rezone. <br />17. The proposed rezone is consistent with City policy in that whe� ownership is <br />Split by a zoning boundary, minor adjustments to that bc�indary are <br />recommended by the City. <br />18. The rezone appears to be reasonable in that develupment of the property <br />without the rezone is difficult or impossibie. <br />19. The Planning Dcpartment of the City of Everett hes recorrimended approval <br />uf a zone change from R-1, Single-Family Low Density Residential and R-3, <br />Multiple-Family Low Density Residential to B-1, Neighborhood Shopping <br />Zone s�bject to the following conditions: <br />1. That landscapins be provideel in accordanc�. with Section 19.42.030, A <br />and B Eo'erett Municipal Code. <br />2. That a specific landscaping plan be submitted to and approved by the <br />Plannirg Department. This plan shall indicate type.; of plantings, <br />spacing of Flantings, size of plant material at time oi installation and <br />the general location of these plantings on a�:ce plan. <br />3. That an agreement reiterating the above conditions shall be <br />concomitant with the rezone and shall be signed by the Applicant <br />prior to City Council approval. <br />20. 1'he Planning Department of the Cit:y of Everett determined that the <br />proposed rezone is consistent with the 1.968 and 1972 Comprehensive Plans. <br />21. The Public Works De�artment of the City of Everett submitted that the <br />proposed rezone would be able to utilizc existing water systems, sewer <br />systems, and drainage systF:ms. Access for the proposed rezone would be: off <br />Beverly Boulevard. <br />-3- <br />
