Everett School District <br />SPU 4-90 <br />Page -2- <br />FINDINGS OF FACT <br />1. The Applicant requested approval of a Special Property Use Permit for <br />construction of an addition to the existing North Middle School located <br />at the northwest corner of the intersection at 26th Street and Rainier <br />Avenue. The proposed addition will be a 6,500 square foot structure <br />which will include four classrooms and two restrooms. <br />2. The entire subject property is 8.5 acres. It has a zoning designation <br />of C-1, r-2, and R-3 and the current land use is the North Middle School. <br />3. The properties to the north, east, and west are zoned with residential <br />designations. The property to the south is zoned and developed <br />Commercial. <br />4. The proposed building is considered a public building for public service <br />use. As a result, a Special Property Use Permit is required pursuant to <br />the provisions of the Everett Zoning Code (EZC) 41.150.D.l(a)(2). <br />5. The requested Special Property Use Permit is reviewed pursuant to <br />process IIA as set forth in Chapter 41.150 of the EZC. The general <br />evaluation criteria to be considered pursuant to such a review are set <br />forth in EZC 41.150.C.(1-10). <br />6. The City of Everett has experienced rapid growth and it appears the <br />growth will continue. As a result, the school system must expand <br />existing school sites in order to keep pace with the increased school <br />population. The proposed addition will L'rve a need of the neighborhood <br />and of the City of Everett. <br />7. Rainier Avenue and 26th Street front the subject property. Both streets <br />are improved to city standards and are adequate to carry traffic that <br />will be generated by the proposed expansion. <br />8. Public utilities are available to the ai.te. <br />9. Traffic impacts from the proposed school addition will be approximately <br />16 ADT. The additional traffic will be generated by a larger staff and <br />possibly one more school bus. This impact on traffic will be minimal <br />and the streets and pedestrian areas are adequate to handle the <br />increased traffic. <br />10. The site currently has 117 parking spaces. There are no specific <br />standards that, have been established for parking standards for this <br />public service use. The City's discretionary policy for this request is <br />that the Applicant should provide a parking space for each staff member, <br />plus five additional spaces. <br />
