With the <br /> adherence to the mitigation measures, as set forth in the Performance <br /> Agreement Rezone and MDNS, there will be no adverse impact <br /> remaining to the other properties. (findings 2, 11, 12 & 13) <br /> 8. All SEPA appeals have been settled in this proceediny. <br /> 9. The parking modification criteria, as set forth in EMC 19.37.070.B, are <br /> satisfied by the proposed request. (findings 14-17) <br /> RECOMMENDATION <br /> Based upon the preceding findings of facts and conclusions, testimony an� <br /> evidence submitted at the public hearing, and upon the impression of the <br /> Hearing Examiner of a site view, it is hereby recommended to the Everett City <br /> Council that the City enter into a Performance Agreement Rezone of a 6,000 <br /> square foot lot at 1825 Broadway Avenue, Everett, Washington. The Agreement <br /> includes a rezone of the subject property from the existing R-2, Single-Family <br /> Medium Density zoning designation to a designation of B-2, Community <br /> Business. As part of the PerFormance Agreement Rezone, the Applicant should <br /> be gra�ted a 10% reduction in the required B-2, Communiry Business zone <br /> parlcing standards. Forty-six parking spaces will be required rather than the <br /> standard 51 parking spaces. in addition, the Performance Agreement Rezone <br /> and parking standard modification should contain the following conditions: <br /> 1. The subject property shall be used only for off-street parking, and only <br /> for businesses located on the east side of the 1800 Block of Broadway <br /> Avenue. No oth2r business uses of the properties shall be permitted and <br /> no structures other than those normall�� associated with a parking lot <br /> shall be permitted (such as transit passenger shelters, lighting poles, <br /> directional signs, retaining walls, etc}. <br /> 2. No access shall be permitted from McDougal Avenue. Access to the <br /> parking area shall be only from the alley. <br /> 3. Lots 17 and 18 shall be developed as parking in conjunction with the <br /> parking on lots 19-23. <br /> 4. Landscaping of the subject properties and abutting street frontages shall <br /> consist of: <br /> 8 <br />
