(a) The need of the neighborhood, district, or City for a proposed <br />Special Property Use. <br />(b) The adequacy of streets, utilities, and public services required to <br />serve a proposed use. <br />(c) The impact of traffic generated by the proposed use on the <br />surrounding area, pedestrian circulation and public safety; and ability of <br />the proponent to mitigate such potential impacts. <br />(d) The provision of adequate off-street parking, on-site circulation, <br />and site access. <br />(e) Compatibiliry of proposed structures and improvements with <br />surrounding properties, including the size, height, location, setback and <br />arrangeme�it of all proposed buildings and facilities, especially as they <br />relate to light and shadow impacts on more sensitive land uses and less <br />intensive zones. <br />(� The number, size, and location of signs, especially as they relate <br />to more sensitive land uses. <br />(g) The landscaping, buffering, and screening of buildings, parking, <br />Icadinp ar.d storage areas, especially as they relate to more sensitive <br />Ian� us��s. <br />(h) The generat�on of nuisance irritants such as noise, smoke, dust, <br />odor, giare, visual bligtit, or other undesirable impacts. <br />(i) Consistency with the goals and policies of tlie Everett General <br />Plan for the area and land use designation which the property is located. <br />(j) Compliance with the provisions of this ordinance and other City, <br />State, and Federal regulations. <br />(h) Accessibility to public transit and traffic reduction measures <br />proposed by the Applicant to reduce dependence of the proposed use on <br />the automobile. <br />Pursuant to the State Environmental Policy Act (SEPA), the City of <br />Everett was designated as the lead agency for identification of <br />environmental impacts resulting from the proposed development.
