b. All garbage dumpsters and recycle bins must be screcned from view from the street and <br /> from adjacent properties. This screcning may be done using dense vegetation or by placing <br /> the dumpster or recycle bin in a structural enclosure. <br /> c. For areas east of I-5 from <br /> Valley View south, contact Waste Management Northwest, Inc. at 33�-1197. <br /> 25. Any rockeries or reteining walls proposed in required setback areas must be in conformance with <br /> Section 39.150 of the Zoninb Code. <br /> 26. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of the <br /> Zoning Code. <br /> 27. Building setbacks must be a minimum of 10 feet rear yard (west property line abutting BNSF <br /> tracks). The maximum building height in the M-2 zonc is 80 feet. <br /> 28. I.andscaping must be provided per Section 35 of the Zoning Code. The Applicant proposed a <br /> modification of the landscaping requirements of the Zoning Code under EMC Chapter <br /> 19.35.070.A(7). This subsection allows for modification of landscaping adjacent to railroad <br /> rights-of-way. For the instant application, ]0 feet of Type III landscaping would typicnlly be <br /> required adjacent to the BNSF tracks on the west side of the property. In-lieu of this required <br /> landscaping, the Applicant proposed to provide additional landscaping along the north property <br /> line, both on-site and off-site. Additional landscaping would be provided in the southwest corner <br /> of the sitc, adjacent to the firetruck tumaround. Off-site landscaping would be provided on !he <br /> west side of the new California Street cul-de-sac, which will be constructed as part of the <br /> California Street overcrossing project. <br /> a. Landscaping shall be provided as generally shown on the approved site plan for this <br /> proposal ('1'ype III standard). The City wiil allow portions of the excess right-of-way in <br /> Cali(ornia Street to be utilized for landscaping. <br /> h. Thc area adjacent to the wcst side of the turnaround on Nassau Street is shown on the site <br /> plan as being "filled and paved." If this area is not used for receiving activity, it should be <br /> landscapcd to Type standard ratherthan paved. <br /> c. The primary pedestrian access to the Pon will be over the Everett Ave. (Califomia Street) <br /> overcrossing and down Terminal Avenue, The Port and the City are currently designin� <br /> the pedestrian facilities on Terminal Avenue. The plans show an ecology block wall and <br /> chain link fence adjacent to the parkin, area on the west side of the property. These <br /> improvements may be visible from the new road/pedestrian route. Since there would be no <br /> IanJscaping along this property line, the wall and fence must be designed to be an attractive <br /> feature on the site. The ecology block wall will not be permitted to the extent that its <br /> western side would be visible fn>m Terminal Avenue. An alternative material/method of <br /> construction must be chosen. <br /> � <br />
