Board of Adjustment Minutes <br />October 6, 1986 <br />Page 6 <br />ITEM 2: <br />Applicant: Temple Baptist Church <br />1 West Casino Rd. <br />Everett, Washington 98203 <br />Project Location: 1 West Casino Road <br />Zoning: R-3 <br />Variance Requested: Variance from E.M.C. 19.40.020 off-street parking, to <br />allow the church to lease 35 off-street parking spaces <br />to Group Health, which is located across Casino Road <br />from the church, thereby reducing the church off-street <br />parking from approximately 71/ spaces to 45. Code <br />requires 100. <br />Pearl Maddy summarized the staff report (see Variance File No. 35-86) and <br />presented slides of the project. She noted that in response to the Board's - <br />concerns regarding pedestrian safety expressed at the September 8, 1986, <br />meeting, the City Traffic Fngineer has decided that the City will install a <br />crosswalk in a location to be determined by the Traffic Engineer. This would <br />primarily be intended for use by the employees of Group Health who would be <br />using the leased parking spaces at Temple Baptist. <br />For the sake of those Board members not present at the September 8, 1986, <br />meeting, Chairman Ross Hoagland reviewed the concerns raised at that time. <br />Ju�Schwartz, Manager of the Medical Center, stated that there are 22 on -site <br />designated employee parking spaces which will remain as employee parking. The <br />overflow of employees who come to the Medical Center after the new optometrist's <br />office is completed will park across Casino Rd. at Temple Baptist's leased lot. <br />This should allow adequate "consumer" access to parking on -site. <br />Pastor Doug Stave of Temple Baptist Church stated that the Church has addressed <br />The concerns raised at the September 8 meeting and they hope to be able to <br />provide a comp.-m ity service by leasing this parking space to Group Health. <br />This lease arrangement will also provide the Church with some security during <br />hours when ro:-nally no cars are parked in the lot. lie has had some strange <br />people wander in'-o the Church when only his car is parked in the lot. <br />Motion: Ross Hoagland moved to approve the variance as recommended by Staff. <br />Ramona Boylan se^onded the motion. <br />Vote: Unanimous in favor of ^ranting the variance. <br />
