Section 3: EARTHIGEOLOGICALLY HAZARDOUS AREAS <br /> 3.3 Mltigation Meaeuree <br /> Prior to Construction <br /> t. Construction management plans muet be reviewed and approved by lhe Directors of the <br /> Planning and Community Development Department and the Engiiieering and Public <br /> Services Department prior to the issuance ot permits allowing conalruction of any facilities <br /> located within 50 feet of en environmentally sensitive area (steep slope, stream, wetlend, <br /> landslide hazard area, etc.) and associated butfer. The construction management plan must <br /> include the following minimum measures: <br /> a. Specific erosion controls to be implemented prior to authorizing any conatruclion <br /> activities which will impact an environmentally sensitive erea as defined by the City's <br /> environmentally sensitive area reyulations. <br /> b. Implementation of best management practices to control erosion both during and after <br /> construction, including compliance with the Cily of Everetl's Design and Construction <br /> S!ar�dards and Specifications Manual end tho Slormwaler Management Menual. <br /> c. Construction schedule, status updale repoAing requirements, and contingency <br /> provisions to become eHective if the schedule is not met. <br /> Durina ConstructionlEarihwork <br /> 2. In order to minimize erosion during constructinn, all soil piles shall be covered with plastic <br /> sheeting or other impervious covering staked to lhe ground or anchored with rocks or <br /> sandbags. Berms,eaAhen or otherwise, must be constructed at the perimeter of excavated <br /> areas to prevent adjacent site runoff from entering the excavations. <br /> 3. Temporary slopes within native glacial soiis shall be limited to a maximum engle af 1/2 foot <br /> horizontal (H)to 1 foot vertical (�. Temporary slopes wilhin fill soils shall be limited to a <br /> maximum angle of 1H:1V. Temporary slopes must be covered with an impermeable <br /> ` membrane, such as visqueen or mulch, in order to prevent precipitation from coming in <br /> contact with the soils. <br /> 4 Gradinglfilling must not adversely aHect the hydrology of streams end existing or crealed <br /> wetlands nor adversely a(fect adjoining sites. <br /> 5. Clearing limits shall be ataked, (lagged, andlor fenced off prior to initiatio�of any clearing or <br /> land alteration activities as approved by the Engineering end Public Services Inspector. <br /> Following completion of construction and prior to issuence o(occupancy permits, a <br /> permanent fence must be provided along the edge of ihe butter. The fence must be aplit rail <br /> or an atternative design approved by the Planning Director. Environmentally sensitive <br /> areas signs must be posted on the fence. <br /> 6. Removal of native vegetation within the building setback and buHer areas must be avoided <br /> when possible. <br /> � � � <br /> / <br />
