AGENCIES WITH JURISDICTION None MITIGATION OF ADVERSE IMPACTS BY SEPA 1. Any grading/fill on this site shall be d�ne so as to not impact the surrounding properties. (SEPA Earth, Land and Shoroline Use Policies.) 2. Prior to issuance of any pennits, the Applicant must pay a mitigatfon fee of $47,00 per the Cfty's Traffic Mftigation Ordinance No. 2425-99. (SEPA Transportation Policies) NOTE: The Applicant hae added two additional multiple family units and the fraffic mitigntion fee should be recalculated to include the two (2) additional units. The Applicant must contact the City's Traffic Engineer to determine the traffic mitfgation fee. 3. The Everett School District has commented that the project will adversely impact the School District (see attached letter). The Applicant must negotiate with the School District regarding a mitigation agreement. Prior to finalization of the SEPA determination, a written letter or agreement must be provided to the �ity by the School District or Applicant. (SEPA Public Services and Utilities Policies) 4. As mitigation for the removal of 3,500 square feet of native vegetation on the subject site, the applicant will be required to plant 3,500 square feet of native trees and shrubs around the proposed water quality facility. Please see attached letter from Wetland ResourcQs dated September 3, 2002. NOTE: The Appl(cant will be required to provide 29,567 square feet of habitat mitigat(on area in accordance with the Site Pian dated May 2, 2003. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City ordinances related to general environmental protection including but not limited to right- of-way improvement requirements, drafnage, etc. This decision was made after review of a completed environmental checklist and olher information on file with the lead agency. This in(ormation is available to the public on request. This Mitigated Detc�rinetion of Non- Significance is specifically conditioned on compliance with the conditions attached hereto which are incorporated by reference as if fully set forth herein. You may appeal this determination by filing an appeal on forms provided by the Planning Department and a fee to the Planning/Community Development Permit Services Counter at 3200 Cedar Street, 2nd Floor, no later than 14 days from the date th�a MDNS becomes final (which is after the 14-day comment period). 2 '�\\
