The generation of nuisance irritants such as noisc, smoke, dust,odor, glare, visual <br /> blight or other undesirable impacts. <br /> The proposal generally will not create nufsance irritants suc�.as noise,smoke,dust,odor, <br /> glare,or visual blight. A minor level of dust and noise may be created dur(ng the tour to <br /> eight week construction period. Air traNic waming lighting will be installed only if requfred <br /> by the FAA (such lighting would be designed to minimize visibility from the ground if <br /> required). <br /> 9. Consistency with the goals ancl policies of the Everett General Plan for the area <br /> and the land use designation in which the property is located. <br /> The proposal will enhance the communlcation opportunities of the area. It may also <br /> prevent the need for other communication towers,and will not alter or restrict the peneral <br /> land use of the property(n the immediate and surrounding area. <br /> I0. Compliance with the provisions of this Ordinance and other City,3tate and <br /> Federal regulations. <br /> The proposal will require Ciry of Everett approval ol a Process III Special Use and a <br /> Variance as well as an envlronmentel determination. The proposal will comply will all <br /> applicable regulations of the FAA and FCC. <br /> 1 I. Accessibility to public transit, and traffic reduction measures proposed by the <br /> applicant to reduce dependence of the proposed use on the automobile. <br /> The proposal will not generate traHic impacts and is not applicable to transit use. <br /> B. Specific Evaluation Crlteria -Above Ground Utility and Communication <br /> Facilities <br /> I. All utility facilities shall be landscaped or otherwise screened to ossure <br /> compatibility with surrounding properties. <br /> An existing landscape area between the proposal end the street front will be used to <br /> buHer the base of the monopole. <br /> 2. All utilities and communication facilities shall be installed underground or within <br /> structurcs to the greatest extent practical in order to maximize safety and <br /> minimize visual and noise impacts upon surrounding properties. <br /> It is necossary to Ixate a communication tower and assocfate antennas above ground. <br /> Existing communication ground equipment will remain within the buildings occupied by <br /> the Department ol TranspoAation. New communication equipment will be located at the <br /> base of the monopole. The monopole will be fenced to protect the general public. <br /> 3. Communication towers and water storage tanks shall be designed so as to be the <br /> lowest height possible to adequately serve the nceds of the utility. <br /> The proposed monopole is signilicantly lower in height than the existing laqice tower, and <br /> it will not require guy wires and anchors. <br /> EXHIBIT p_� <br /> PAGE ZQF�' <br />
