In R-2 zones in the City of Everett, Landsca�e Category B requirements <br /> as set forth in the Everett Zoning Code must be satisfied. These include <br /> a ten foot wide landscaped strip with one tree for every 30 feet in length <br /> and ten shrubs evQry 20 feet in length along street frontage. The <br /> Applicant has indicated that additional trees and shrubs wfll be planted <br /> and will satisfy the requirements of the City. The shrubs and trees will <br /> be planted around the perimeter of the site. There will be no <br /> landscaping along the alley. (Exhibit 1, Ingalsbe testimony, Sullivan <br /> testimony) <br /> 13. No nuisance irritants, including noise, smoke, dust, odor, glare, visual <br /> blight or other impacts will result from the proposed development. <br /> (Exhibit 1) <br /> 14. The proposal will be consistent with the Everett General Plan that <br /> designates the subject property as 1.3, Singie-Family Detached, Ten to <br /> Twelve Dwelling Units per Gross Acre. The General Plan for this <br /> designated area encourages restrictfon of aboveground utiliHes. The <br /> Plan, in other sections, promotes efficient use of land and encourages <br /> colocation of utilities. The electrical utilities to this site wiil be <br /> underground, but the monopole, because of its nature, will not. The <br /> Applicant indicated that colocation will occur with the Department of <br /> 7ransportation and U.S. West sharing the monopole. The proposal is <br /> consistent with the Comprehensive Plan. (Exhibit 1, Sullivan testimony) <br /> 15. The proposal is basically consistent with the land use regulations of the <br /> City of Everett (R-2 Zone) and State of Washington and federal statutes <br /> and regulations. (Exhibit �� <br /> 16. No transit reduction measures are applicable because there will be no <br /> employees on-site. (Exhibit 1) <br /> 17. In addition to the General Special Property Use Permit Criteria listed in <br /> finding #5, Specific Evaluation criteria (EMC 41.150.D.1) for the <br /> monopole must be satisfied. These criteria include: <br /> (a) All uti!ity facilities shall be landscaped or otherwise screened to <br /> assure compatibility with surrounding properties. <br /> 5 <br />
