Phase 2B Proposed to Complete in 2007. <br /> Expand emergency department and operating room capacity. <br /> Phase 3 Completion in 2010. <br /> Construct an expansion to hospital bed tower 1 on the site of the existing parking garage. <br /> The structure would house beds for radiology, surgery, sleep services, intensive care, <br /> respiratory and medical nursing patients. The building would also house labs and a <br /> pharmacy. <br /> Before the parking garage is removed, new parking (600 potential stalls) would be <br /> provided in the expansion area to the east, with another 300 replacement stalls proposed <br /> on the existing campus. <br /> Phase 4 Completion in 2015 <br /> Construct a replacement bed tower(a"replacement hospital") on the eastern expansion <br /> site. This structure would house beds for rehabilitation, chemical dependency, telemetry, <br /> medical and surgical patients, as well as necessary critical support functions. <br /> 6. Each phase of the project will be reviewed by the City at a future date, subject to information <br /> from project-specific studies that will need to be conducted at the appropriate time, including but <br /> not limited to: traffic, parking, and geotech/drainage, and other studies as called for by the <br /> City. <br /> 7. The existing right-of-way along 13th Street will be improved in appearance and function, <br /> including pedestrian and landscaping enhancements between Broadway and the PEMC campus, <br /> according to direction from the City Engineer. <br /> 8. City regulations concerning, but not limited to,Design Guidelines, landscaping, signage and <br /> lighting shall be used to review each of the necessary construction permit phases. <br /> 9. The proposed Comprehensive Plan amendment, while counter to housing preservation and <br /> neighborhood protection policies, and taking into account the many compelling and heartfelt <br /> reasons so well stated in the public record in regard to this action,this application does meet <br /> conditions spelled out in the Capital Improvement Element of the Plan in that hospitals are <br /> clearly listed as critical facilities and are recognized as"hard to site." This set of conditions <br /> places the facility in a position to be granted maximum effort on the part of the City Council to <br /> support its stated need to expand. And PEMC has in fact submitted the Master Plan required by <br /> the City before such expansion could be contemplated. PEMC has been convincing in stating its <br /> case for expansion to those who followed these proceedings. Therefore the City Council does <br /> herein fmd that the proposal meets the requirements of the Comprehensive Plan, at a sufficient <br /> - 3 - <br />
