Such public access and use shall be ensured by the provision of an easement <br /> from PEMC to the City upon design approval by the City for the first PEMC structure on Block <br /> 248. Plans for design of the public space shall be submitted to the Planning Director for <br /> approval. It is the intent of this recommendation that the public space improvement described <br /> here will be installed at the same time any other PEMC use of block 248 area is initiated and the <br /> public space shall be available for use upon prompt completion. <br /> 2. PEMC shall fund and work with the City and the community to undertake improvements <br /> to 13th Street between Rockefeller and North Broadway Avenue. Improvements shall include <br /> street tree plantings, sidewalks, landscaping, and pedestrian safety improvements. These may <br /> include pedestrian activated crossing lights to be determined by the City Traffic Engineer. The <br /> goal is to have better pedestrian access across 13th for students of Whittier Elementary School. <br /> The streetscape on 13th Street from Wetmore Ave to Broadway will be improved with a center <br /> median including trees and other landscaping. On the north and south sides of 13th Street there <br /> shall be curbs, then trees and landscaping and then the sidewalk. These improvements shall be <br /> completed as a part of Phase 2A and 2B. In addition,these improvements must be certified by <br /> the City of Everett Engineer prior to the issuance of a Certificate of Occupancy for work <br /> completed as a part of Phases 2A and 2B. <br /> 3. 14th Street shall be improved over time for pedestrians from Rockefeller Avenue to <br /> Broadway Avenue. Said improvements shall include the addition of landscaping and other <br /> improvements similar in design to those installed along 13th street as a part of Condition 2 above, <br /> however these improvements may or may not include a landscaped roadway median. It would <br /> be preferred that PEMC complete these improvements to 14th in the soonest possible time frame <br /> in order to create a more unified gateway to the Hospital and Medical Center. The <br /> improvements to 14th Street shall be done at the same time as the 13th Street improvements. <br /> 4. The proposed Comprehensive Plan amendment,rezone and Master Plan are consistent <br /> with the land use polices of the Comprehensive Plan only if the proposed Master Plan is adopted, <br /> then followed or amended, according to City land use policy and Zoning Code regulations. <br /> 5. The hospital shall not move to the east of Oakes Avenue further into the Donovan <br /> District beyond Block 248. Further hospital expansion beyond Block 248 shall utilize the <br /> existing hospital properties more intensively, excepting transitional buffer areas, or will extend <br /> from Block 248 to the north/northeast. Add a provision to the Comprehensive Plan that states <br /> Everett Community College and Providence Medical Center work with the surrounding <br /> neighborhood residents on future expansion plans for both facilities, which include the College <br /> athletic facilities. The City Planning Department is hereby directed to add policies to the <br /> Comprehensive Plan update to implement this direction. <br /> 6. The surface parking lot on Block 248 will be built to city parking lot and landscaping <br /> standards. <br /> 7. Exhibits A, B, and C which are attached hereto are hereby made part of this approval and <br /> incorporated herein by reference. <br /> - 5 - <br />
