8. The Providence Everett Medical Center is encouraged to work with the community in the <br /> design and permitting of each of its Phases. <br /> 9. If the plans for development of the hospital are not submitted to the City of Everett <br /> Planning and Community Development Department for review within each of the proposed <br /> phases the City Council shall reconsider the land use designation change of Block 248 to <br /> determine whether the designation is still appropriate, in light of possible changes to the long <br /> term plans of Providence Everett Medical Center. <br /> Final development plans must be submitted for each phase of development on or before the <br /> following dates: <br /> Phase 2A and 2B: December 31, 2006 <br /> Phase 3: January 1, 2008 <br /> Phase 4: January 12, 2012 <br /> 10. A construction mitigation plan will be submitted prior to each new phase of construction; <br /> there will be a construction mitigation plan that is appropriate for that particular phase of the <br /> construction. These mitigation plans will be provided to Council for information follow-up. <br /> 11. No further homes shall be lost to hospital expansion beyond the Master Plan area.
