Conclusion: The proposed WO'would result in additional antennas mounted on
the rooftop, which would be more visible than the existing antennas. The
•
proposed facility would not block views or create light and shadow impacts on
abutting properties because of its relatively small size and separation from the
nearest structures.
The proposed wireless communication facility can be designed to be compatible
with the surrounding properties. It should be painted or colored to match the
exterior of the hospital building in order to blend in and reduce visual impacts.
6. The number, size and location of signs, especially as they relate to more
sensitive land uses.
Finding: No signagc is proposed.
Conclusion: Not applicable.
7. The landscaping, buffering and screening of buildings, parking, loading and
storage areas, especially as they relate to more sensitive land uses.
Finding: No additional buildings, parking, loading or storage areas arc proposed.
Conclusion: Additional landscaping, buffering and screening will not be
necessary, provided the proposed antennas arc painted or colored to match the
color of the existing building.
8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare,
visual blight or other undesirable impacts.
Finding:The proposed facility is unmanned and would not generate any noise,
dust,smoke or other nuisance impacts.
Conclusion: No nuisance irritants or other undesirable impacts arc anticipated as
a result of the proposal.
9. Consistency with the goals and policies of the Everett General Plan for the
area and land use designation in which the property is located.
Finding: The site is designated 2.4, Hospital,on the City of Everett's
Comprehensive Plan map. The Comprehensive Plan contains a policy that
encourages co-location of utilities, where possible, in order to minimize
prolitcration of utility structures and environmental disturbance. The proposal
involves use of an existing,non-residential structure for support, rather than a new
structure such as a monopole. 'there are other exiting antennas owned by other
wireless service providers on the roof ol'the hospital;consequently the proposal
would involve co-location of antennas.
3
