3. Pedestrian access shall be maintained on the frontages of the site <br />per UBC Chapter 44 and the Manual on Uniform Traffic Control <br />Devices (MUTCD), except for short periods approved by the City <br />Public Works Department. The pedestrian access on the east side <br />of Colby shall be a minimum of 6 feet wide. The pedestrian access <br />north of California, south of Everett Avenue, and west of Wetmore <br />Avenue can be 4 feet in width. A pedestrian access plan must be <br />approved by the City Public Works Department prior to the issuance <br />of any permits. <br />A construction site access/hauling plan must be approved by the <br />City's Public Works Department for each phase prior to issuance of <br />any permits (except for permits for on -site soils remediation). <br />The plan must show how conflicts between pedestrians and truck <br />traffic can be minimized. A fence may be permitted to separate <br />the truck area from the travelled way on Colby Avenue. <br />5. Traffic control during periods of street closures will be provided <br />as required by the City of Everett Public Works Department. <br />6. Construction truck traffic must be limited to arterials, unless <br />otherwise approved by the City's Public Works Department. <br />J. TRANSPORTATION: MOTOR VEHICLE TRAFFIC (SEPA Land and Shoreline <br />Use, Transportation, and Energy and Natural Resources Policies, <br />Interim Traffic Mitigation Ordinance No. 1670-89, as amended) <br />I. Transportation Demand Management <br />A Transportation Demand Management (TDM) Program is required for <br />the office/retail buildings. The purpose of the program is to <br />meet the goals of SSHB 1671, 1991 Legislature: 15% reduction in <br />proportion of Single Occupancy Vehicles (SOVs) by 1995, 25% <br />reduction in proportion of SOV's by 1997, and 35% reduction in <br />proportion of SOVs by 1999. The Program must consist of the <br />following elements: <br />a. Employee Transportation Coordinator (ETC) - The Building Owner <br />must designate an ETC who will be the main point of contact for <br />the building's tenants, the City of Everett, Everett Transit <br />and Community Transit. <br />The ETC's duties must include: <br />1. Administer the program. <br />2. Assist employees with program registration. <br />3. Develop and maintain the ridematch database and distribute <br />the match list. <br />4. Promote and answer questions on the rideshare program. <br />5. Distribute rideshare and transit information. <br />6. Assist the formation of carpools through personal contacts. <br />
