7. Direct employees to Community Transit ridematch and vanpool <br />services. <br />8. Monitor parking use. <br />9. Periodically hold rideshare fairs. <br />10.Promote flextime and telecommuting options where possible. <br />ll.Prepare an annual report on the effectiveness of the TDM <br />Plan in accordance with this Decision and the City of <br />Everett's future TDM ordinance. <br />b. Parking Management - A mandatory centralized parking management <br />program administered by the Building Owner or ETC. The <br />parking management program must be approved by the City's <br />Public Works Department. <br />c. Preferential Parking - Carpools and vanpools must be given <br />preferential parking in the structure's parking garage. These <br />stalls must be in the locations near exits, elevators and on <br />the floor closest to the office areas as a benefit to <br />ridesharing participants. At a minimum, carpool and vanpool <br />spaces must be provided per Table 7 of Appendix C in the DEIS. <br />I£ the entire Colby Square proposal is constructed, this would <br />require 43 carpool and 1 vanpool spaces in 1995, 50 carpool and <br />2 vanpool spaces by 1996, 65 carpool and 2 vanpool spaces by <br />1997, 65 carpool and 2 vanpool spaces by 1998, and 86 carpool <br />and 3 vanpool spaces by 1999. The ETC must monitor the use of <br />these spaces to verify their use by HOVs and increase their <br />number if there is a demand. The HOVs shall be issued special <br />parking stickers or passes. <br />The location of these Parking spaces must be shown on a parking <br />management plan submitted to the City Public Works Department <br />for review and approval. <br />d. Rideshare Incentives - The Building Owner is responsible for <br />ensuring that a monetary incentive of a minimum of $15 is given <br />to all employees in the building who rideshare. Bus riders <br />could apply this incentive to purchase passes. This amount may <br />be increased per the City of Everett future TDM ordinance. <br />e. Ridematch Database - The building owner shall develop and <br />maintain a ridematch database for all employees occupying the <br />building. Employees who wish to vanpool, or those who cannot <br />find a carpool match within the Colby Square database, would <br />register with the Community Transit ridematch program. There <br />shall not be a cost to any individual to participate in the <br />Colby Square ridematch database. <br />f. Guaranteed Ride Home - The building owner must provide program <br />participants transportation in case of emergency. The details <br />of the Guaranteed Ride Home element of the TDM plan must be <br />included in the TDM plan submitted to the City prior to <br />issuance of the first occupancy permit. <br />10 <br />
