7. Direct employees to Community Transit ridematch and vanpool services. 8. Monitor parking use. 9. Periodically hold rideshare fairs. 10.Promote flextime and telecommuting options where possible. ll.Prepare an annual report on the effectiveness of the TDM Plan in accordance with this Decision and the City of Everett's future TDM ordinance. b. Parking Management - A mandatory centralized parking management program administered by the Building Owner or ETC. The parking management program must be approved by the City's Public Works Department. c. Preferential Parking - Carpools and vanpools must be given preferential parking in the structure's parking garage. These stalls must be in the locations near exits, elevators and on the floor closest to the office areas as a benefit to ridesharing participants. At a minimum, carpool and vanpool spaces must be provided per Table 7 of Appendix C in the DEIS. I£ the entire Colby Square proposal is constructed, this would require 43 carpool and 1 vanpool spaces in 1995, 50 carpool and 2 vanpool spaces by 1996, 65 carpool and 2 vanpool spaces by 1997, 65 carpool and 2 vanpool spaces by 1998, and 86 carpool and 3 vanpool spaces by 1999. The ETC must monitor the use of these spaces to verify their use by HOVs and increase their number if there is a demand. The HOVs shall be issued special parking stickers or passes. The location of these Parking spaces must be shown on a parking management plan submitted to the City Public Works Department for review and approval. d. Rideshare Incentives - The Building Owner is responsible for ensuring that a monetary incentive of a minimum of $15 is given to all employees in the building who rideshare. Bus riders could apply this incentive to purchase passes. This amount may be increased per the City of Everett future TDM ordinance. e. Ridematch Database - The building owner shall develop and maintain a ridematch database for all employees occupying the building. Employees who wish to vanpool, or those who cannot find a carpool match within the Colby Square database, would register with the Community Transit ridematch program. There shall not be a cost to any individual to participate in the Colby Square ridematch database. f. Guaranteed Ride Home - The building owner must provide program participants transportation in case of emergency. The details of the Guaranteed Ride Home element of the TDM plan must be included in the TDM plan submitted to the City prior to issuance of the first occupancy permit. 10
